Almost every student who asks us about a masters in Italy starts from the same place: they have read that public universities charge €1,000 a year, that there are 500 English-taught programmes, and that you get a one year stay-back after graduation. All three statements are roughly true and all three are missing the part that decides your outcome.
Having reviewed Italy study-visa files for the New Delhi and Bengaluru jurisdictions through this year's intake, here is the practical version of how a masters in Italy actually works in 2026, what the Ministry changed for the 2026-27 and 2027-28 academic years, and what that means for the file you are about to build.
Quick facts about a masters in Italy
Two rules changed in 2026 that decide your application
The Ministry of University and Research (MUR) published new procedures covering academic years 2026-27 and 2027-28. Two changes matter more than everything else on this page.
Money. The minimum proof of financial means for a study visa is now €10,179.85 per year. It was €6,947.33. That is a jump of about 46 percent, and it is the most common reason a file that would have cleared last year does not clear now.
Seats. From 2026-27, a university can validate pre-enrolment applications only up to the number of places it reserved for foreign students plus 20 percent. Once it hits that number, the Universitaly portal blocks it from validating anyone else until a place frees up. A strong profile submitted late meets a closed counter.
In plain terms: you need more money in the bank than last year's applicants did, and you need to apply earlier than they did. Everything below is built around those two facts, and the funds rule is broken down in full further down this page.
Which "master's" are you actually applying for?
Italy uses one English word for two different qualifications. This is the single most expensive mix-up we see, because students pay private-school fees thinking they are getting the degree route.
If you want the equivalent of an Indian MTech, MSc or MA, you want the Laurea Magistrale. The one-year "Master in Luxury Brand Management" or "Master in Transportation Design" advertised at €20,000 plus is the second type. Both are legitimate qualifications. Only the first one reliably supports a PhD application later.
Why do Indian students pick Italy over Germany or the UK?
Not for the reasons most pages list. Here is what actually holds up:
- Fees are income-linked, not fixed. A middle-income Indian family very often lands in the zero or near-zero tuition band at a public university. No other large European destination prices a master's this way.
- No blocked account. Italy does not use Germany's frozen-deposit system. You show accessible, traceable funds instead.
- The degree travels. Italy is inside the Bologna Process, so your Laurea Magistrale reads as a second-cycle qualification across the EU and the credits transfer for a PhD elsewhere.
- The English-taught choice sits at master's level. Italy is thin at bachelor's level and deep at postgraduate level, especially in engineering, data, design and economics.
What does not hold up is the idea that Italy is an easy visa. The MUR procedures give the consulate explicit authority to assess migration risk, including your family's socio-economic position, the quality of your previous studies and whether your chosen course makes sense for your background. Approval follows a coherent file, not a low tuition fee.
Best universities in Italy for masters
Use the current ranking edition, not the one most blogs are still quoting. These are QS World University Rankings 2027, published in June 2026.
Politecnico di Milano is the first Italian university to enter the QS top 100, and it now has 9,940 international students enrolled, 6,608 of them in Laurea Magistrale programmes.
A practical note that rankings will not tell you: The quota cap sits at university level, but the academic screen sits at programme level. Everyone applies to Politecnico di Milano, Bologna and Sapienza. Padua, Turin, Trento, Pavia and Genoa run comparable English-taught second-cycle degrees with less pile-up, which means their validation counter stays open longer.
Which master's courses do Indian students actually get into?
Engineering and technology. Mechanical, automotive, automation and management engineering at the two Politecnicos. Control systems, energy and ICT at Padua. Turin is the sensible answer for automotive and CATIA-oriented profiles because the university sits inside the Piedmont motor industry.
Computer science and AI. Bologna, Trento, Padua, Milan. These programmes check your bachelor's credit breakdown carefully, so a BCA or a non-CS engineering background needs a close read of the admission notice.
Civil and construction management. Politecnico di Milano and Torino, Sapienza, Padua, Genoa. Architecture is different: degree programmes that train architects require a compulsory admission test, so your timeline starts earlier.
Business, economics and data. Bologna, Ca' Foscari, LUISS, Bocconi. GRE or GMAT is asked for by a minority of programmes, mostly private and MBA type. Most public MSc routes do not need it.
Design and fashion. Politecnico di Milano's design school sits inside the public fee system. IED, NABA, Domus Academy and Marangoni are private, at roughly €18,000 to €30,000, and their one-year "Master" is the professional type described earlier.
Will your three-year Indian bachelor's be accepted?
Usually yes. Two checks decide it.
Check one, level. Your degree must be a first-cycle qualification at EQF level 6 that allows you to continue to the next level in India. A standard three-year bachelor's from a recognised Indian university clears this. A one-year top-up or a diploma route often does not.
Check two, subject fit. Every Laurea Magistrale sets its own credit requirements in named subject areas. This is where BCom, BBA and general BSc applicants get filtered out of engineering and data science courses. The same degree can be accepted at Padua and refused at Politecnico di Milano because the CFU breakdown differs. Read the programme's admission notice, not the university's general international page.
There is no national minimum GPA. Competitive programmes rank applicants rather than setting a cut-off, so a 7.5 CGPA with strong relevant coursework often beats an 8.5 with a mismatched background.
Documents checklist
- Bachelor's degree certificate and all transcripts
- CIMEA statement of comparability and verification of authenticity. For the visa file, this is what the consulate wants. A Declaration of Value covers comparability only, so unless the DoV states that authenticity was verified, it does not do the whole job. CIMEA takes weeks, so start it while your applications are still open.
- English language evidence
- CV in European format
- Statement of purpose or motivation letter
- Letters of recommendation, where asked
- Portfolio for design and architecture
- Passport, photographs, and later the Universitaly pre-enrolment summary
Do you still need IELTS for an English-taught masters in Italy?
You need proof, and the university decides what counts.
Under the MUR procedures the university has to verify your ability at CEFR B2 or above in the language the course is taught in, and upload that assessment into your pre-enrolment record so the consulate does not repeat the check. Universities may accept a B2 certificate from an internationally recognised body, or issue their own equivalent certificate covering all four skills.
So a Medium of Instruction letter works where the university accepts it as part of its own assessment, and many do. What does not work is assuming an MOI letter will carry you when the call for applications asks for IELTS 6.0 or 6.5, TOEFL or Duolingo. Check the exact wording in the admission notice before you skip the test. If you are borderline, take IELTS anyway. It costs less than a lost intake.
What does a masters in Italy actually cost?
Public university tuition in Italy is not a price list. It is a calculation, and international students access that calculation through the ISEE Parificato (also written ISEEU Parificato).
How it works:
- Without an ISEE Parificato, the university puts you in the top fee band by default. That is where the "€3,000 to €4,000 a year" figures come from.
- With one, you fall into the no-tax area if your assessed value is under the university's threshold. The University of Milan sets that threshold at €30,000 for 2026-27. Modena and Reggio Emilia set it at €27,000. Below it, you pay the first instalment only, which at Milan is €146 (€130 regional right-to-study tax plus €16 stamp duty).
- It is issued by an Italian CAF, a tax assistance centre, not by your university, and it uses income from two calendar years earlier. For 2026-27 that is your family's 2024 income and assets held on 31 December.
- Your Indian income and property papers must be translated into Italian and legalised through the Italian diplomatic mission. This step fails on timing far more often than on income.
Most middle-income Indian families land under the threshold on paper. The students who end up paying full fees are the ones who heard about the ISEE Parificato in October, after landing.
The Politecnico di Milano exception nobody warns you about
There is one important carve-out, and it is written on Politecnico di Milano's own fees page. International students in the reserved non-EU category, admitted to a Master's programme with a first-level qualification obtained abroad, who do not hold a scholarship from the university, from another institution, or a Diritto allo Studio merit and income scholarship, pay the maximum amount even if they submit an equalised ISEEU.
For context, Politecnico's 2025-26 scale ran from €167.04 for an ISEE up to €22,000 to a maximum of €3,943.04. So the same ISEE strategy that produces a €146 bill at the University of Milan can produce close to the maximum at Politecnico unless you win a scholarship. Read each university's fee regulation before you build a budget around ISEE.
Monthly living costs
Student budgets published for 2026 put monthly costs at roughly €700 to €1,100 in Bologna, Padua, Turin and Pisa, and €1,200 or more in Milan and Rome, covering rent, food, transport, utilities and personal spending.
Worth doing the arithmetic on this: the government's own visa figure of €10,179.85 a year works out to about €848 a month. That is a Padua budget, not a Milan one. If Milan is the plan, show more than the minimum and budget for more than the minimum.
Is a masters in Italy free? What scholarships actually pay
Tuition can fall close to zero in the lowest ISEE bands, and the regional right-to-study grants go further by adding a stipend, accommodation and canteen meals on top of a tuition waiver.
Two things to plan for.
The regional calls run on their own calendars, separate from admissions. The DiSCo Lazio 2026-27 call closed its first phase on 22 July 2026 and requires international winners to complete the ISEE Parificato at an affiliated CAF by 10 December 2026. Miss the CAF step and the award is lost after you have already been declared a winner.
And a scholarship application is worth nothing as proof of funds. The MUR procedures state that merely applying, or meeting the eligibility conditions for a regional grant, cannot be counted toward your means of subsistence. Only an issued award certificate counts.
How to apply for a masters in Italy, step by step
- Shortlist by credit fit, not by ranking. Match your bachelor's subjects against each programme's required credit areas.
- Apply directly to the university, usually November to March for a September start, and start your CIMEA statement the same week. Do not wait for the offer.
- Submit pre-enrolment on Universitaly once you have the admission or conditional offer. It is the only official MUR portal and it is free. Turin used 15 July 2026 for the 2026-27 cycle; Milan and Catania used 31 July 2026.
- Wait for validation. Only a validated application lets you book a visa appointment.
- Apply for the Type D visa with the pre-enrolment summary, CIMEA statement, financial proof, accommodation proof and health insurance.
- Apply for your residence permit within 8 working days of arriving.
- Complete enrolment on Universitaly before 31 January.
That last step is the one nobody reads. From 31 January, applicants who hold a visa but have not completed enrolment on the portal have the visa revoked and the consulate notifies the Questura. There is no appeal step in the procedure.
For the 2027-28 intake that means applications from November 2026, CIMEA and ISEE Parificato paperwork started by March 2027, pre-enrolment around April to July 2027, and the visa lodged by 31 October 2027 at the latest.
What the quota cap means for your shortlist
Applying to five big names used to be a safety net. With the plus-20-percent cap it can work against you, because crowded universities hit their ceiling early while quieter departments still have room.
So apply in the first window rather than the last, spread across cities instead of stacking Milan and Rome, and withdraw cleanly if you change your mind. When someone drops out or is refused, the university can validate the next applicant straight away.
What we see go wrong in real visa files
The academic side is rarely the problem. Document consistency is.
A pattern from this year's Bengaluru-jurisdiction files, a Laurea Magistrale in statistics and business analytics at Bologna: clean admission, CIMEA statement in order, financial documents sent as a separate PDF from everything else. Three things had to be fixed before submission.
The savings history did not explain where a recent large credit had come from, so a source letter and six months of matching statements were added. The accommodation proof was a hall-of-residence application, and the MUR procedures say plainly that applying for a university residence place does not count as proof of accommodation. And the cover letter described the study plan using slightly different wording from the Universitaly summary, which is exactly the kind of small mismatch a visa officer reads as a coached application.
None of that was dishonesty. It was a file assembled in the order the documents happened to arrive.
The checklist is read in one sitting, by one officer, who compares your letter, your pre-enrolment summary, your CIMEA statement and your bank trail against each other. Any two of those telling slightly different stories is a refusal risk.
The fix is boring and it works. Build the financial trail six months before your appointment, keep the money in the student's or the parents' name where the bank allows it, and write your study plan after your pre-enrolment is validated so both documents say the same thing.
How much money do you have to show for the student visa?
€10,179.85 for each year of the course, and the consulate is testing three things, not one: amount, lawfulness and traceability.
- Funds should be in your own name where your bank permits it, or held by your household up to the fourth degree of kinship.
- The source has to be traceable. Account movement is assessed against your family's declared income and overall assets. A balance that appears three weeks before the appointment, with nothing in the history to explain it, reads as arranged funding.
- Return airfare, usually estimated at around €500, sits on top of the annual figure.
- Property, land, vehicles and cash in hand do not count.
Does a masters in Italy require a blocked account?
No. Italy has no blocked-account system like Germany's. Some consulates prefer a revolving current account or an escrow account in the student's name, but what they want is accessible, explainable money, not a frozen deposit.
What are the rules while you are studying in Italy?
Two conditions keep your status valid, and students who miss them lose the degree and the residence permit together.
- Your permit renewal depends on exams. A study permit is renewed for students who pass one exam in the first year and at least two in each following year, in credits set by the university. Falling behind is a residence problem, not just an academic one.
- Part-time work is capped at 20 hours a week and 1,040 hours a year. The weekly cap is treated as fixed, so you cannot save up hours and work full time through the summer, and two jobs count together toward the same ceiling. You will need a Codice Fiscale and a proper contract before you start.
Part-time pay helps with rent and groceries. It does not replace the funds you had to show for the visa, and no consulate accepts it as part of your means of subsistence.
Can you get a job in Italy after a masters?
Italian pay is set by sector-level collective agreements and swings sharply between the industrial north and everywhere else. A more useful number: per Politecnico di Milano's QS profile, about half its international graduates stay and work in Italy. Half do not. Plan for both.
The split is mostly about language. Multinationals in Milan, Turin and Bologna hire in English across engineering, IT, data and design, which is also where Italy's English-taught master's offer is deepest. Most local employers do not. Students who reach Italian B1 by graduation convert the job-search year into an offer far more often than students who never started.
How long can you stay in Italy after graduation?
Here is the part almost every consultancy page gets wrong. Graduates of Italian institutions apply for the permesso di soggiorno per ricerca lavoro o imprenditorialità degli studenti, introduced by Legislative Decree 71/2018 at Article 39-bis.1 of the immigration code. It is issued for not less than nine and not more than twelve months. Most graduates get twelve.
The permit that gets quoted everywhere, attesa occupazione, is a different instrument built for foreign workers who lost a job. Applying under the wrong heading at the Questura is fixable, but it costs you weeks at exactly the point where your student permit is running out.
To qualify you register with the Centro per l'Impiego, hold health insurance, and show income at least equal to the annual social allowance, roughly €7,000 and revised each year. If you already have a signed contract before your student permit expires, skip the job-search route and convert straight to a work permit.
Plan the application before you graduate, not after. The permit is applied for inside Italy, and the window closes with your student permit.

How much does a masters in Italy cost in total?
At a public university with an ISEE Parificato in the no-tax band, budget €200 to €1,500 a year in tuition plus €700 to €1,100 a month in living costs. Without the ISEE Parificato, add €3,000 to €4,000 a year.
Can I do a masters in Italy in one year?
Yes, but check what you are buying. One-year programmes are usually Master Universitario courses, not the two-year Laurea Magistrale degree.
Do I need GRE or GMAT?
For most public university Laurea Magistrale programmes, no. Some business schools and MBA routes still ask.
Is there a minimum GPA for masters in Italy?
No national minimum. Programmes set their own bar and competitive ones rank applicants instead.
How many intakes are there?
September or October is the main one. A limited number of programmes start in February, and visa timing for February is tight, so treat it as a fallback.
The verdict
If your family's assessed income is modest and your bachelor's matches the course credits, a masters in Italy is still one of the best value second-cycle degrees in Europe, and the ISEE system is the reason. If you are counting on a scholarship to cover the visa funds, rethink it: the €10,179.85 has to be in place and traceable before any award is issued.
Three moves, in this order. Shortlist by credit fit rather than ranking. Start the CIMEA statement and the ISEE Parificato paperwork by March. Begin the six-month financial trail now instead of three weeks before the VFS appointment.
