Which Italian office handles you
The Mumbai DOV checklist states both rules. The study visa goes to the office for the state where you live. The DOV goes to the office for the state that issued your degree or school certificate. One student can therefore deal with two offices, and we plan both files together from the start.
Example: a student living in Pune, Maharashtra, with a Bachelor degree from a university in Karnataka applies for the visa under the Consulate General in Mumbai, for instance at VFS Pune. The DOV for that degree comes from the Consulate General in Bengaluru, which covers Karnataka, so it cannot be filed together with the Mumbai visa.

Study visa checklist for Mumbai (2026/27)
The Consulate General's checklist covers the 2026/27 and 2027/28 intakes and lists 10 documents. In Mumbai the name mismatch rule sits inside the funds section, next to the sponsor documents. Below is each item in the Consulate's own order, condensed, with what we prepare or check for eligible students.

What Mumbai asks that the other offices do not
- Minors: a no objection certificate signed by both parents before a notary, legalised by the competent Home Department and then apostilled. As an alternative, parents can sign a no objection declaration before the consular officer in Mumbai, by prior appointment.
- The DOV can go through the Uni-Italia office in Mumbai, before the visa application, instead of VFS.
- The DOV can be filed together with the visa, at VFS Mumbai or Kochi, but only when the degree and the student's residence fall under the same jurisdiction. Otherwise it goes in first, at VFS Mumbai, Pune, Ahmedabad or Kochi.
- The DOV checklist states a processing time of up to 90 days from submission, not counting time for extra documents. Before any refusal, an advance notice arrives through VFS with 30 days to respond; if the extra documents do not arrive in that time, the application is rejected.
- For the one and the same certificate, Mumbai names the Tahsildar, the Registrar of Births and Deaths (Municipal Corporation) or the Gram Panchayat as issuers, and refuses self-declarations as well as affidavits.
- The Consulate does not issue a codice fiscale (Italian tax code): it is generated during Universitaly pre-enrolment, or obtained from the Italian Revenue Agency after arrival.
DOV checklist for Mumbai
A DOV (declaration of value, dichiarazione di valore) is an informative document an Italian university asks for, describing an Indian qualification and the years of study behind it. The Italian office for the state that issued the degree issues it. Mumbai covers degrees from Chhattisgarh, Madhya Pradesh, Goa, Gujarat, Kerala, Maharashtra, Daman and Diu, and Dadra and Nagar Haveli.

The Consulate asks for 1 black and white photocopy of the degree and of the transcripts. Documents issued in English need no Italian translation. Processing can take up to 90 days from submission, not counting time for extra documents, and status emails are not answered during that time. A DOV for a PhD, research or work, or one without a pre-enrolment summary, falls under the Consulate's paid DOV category. What documents do I need for a study visa in Mumbai?
The Consulate General's 2026/27 checklist asks for 10 items: passport, application form with one photo, proof of admission with the Universitaly summary, attested and apostilled degree and transcripts, proof of at least 10,179.85 EUR, medical insurance, a one-way flight booking, 30 days of accommodation, B2 language proof and a recommended covering letter.

How much money must I show for an Italian study visa in Mumbai?
At least 10,179.85 EUR a year, about INR 11,19,666 at the FBIL reference rate of 18 Sep 2026. The Consulate wants 6 months of original bank statements stamped and signed by the branch manager, proof of income such as 2 years of ITR, and enough extra money for the flight on top of the minimum.

Can someone else book my visa appointment in Mumbai?
The Mumbai visa checklist does not say who books the appointment. The DOV checklist says the student must file the DOV in person, and the DOV form asks for the student's own email and mobile number. So you book in your own name and attend in person; for eligible students, we prepare the whole file and get you ready.
How long does the Italian study visa take in Mumbai?
Up to 90 days, according to the Consulate General's checklist. Bachelor and Master applications for 2026/27 are not accepted after 30 Nov 2026, and for 2027/28 after 31 Oct 2027. A DOV filed before the visa can itself take up to 90 days, so we plan both files backwards from those dates.
The visa deadlines do not apply to PhD, specialisation courses, Erasmus programmes, single courses or foundation courses.
What if my name differs across my documents?
Any difference in your name, or your sponsor's name, between the passport and another document needs a one and the same certificate, attested and apostilled. For the DOV, Mumbai wants it from the Tahsildar, the Registrar of Births and Deaths (Municipal Corporation) or the Gram Panchayat, and refuses affidavits and self-declarations.

Is E-Sanad accepted for the DOV in Mumbai?
Yes. The Consulate's DOV checklist, revised June 2026, accepts a digital degree certificate or transcript attested by the Higher Education Department and apostilled online through E-Sanad. The original is submitted along with the digital version, plus 1 black and white photocopy. SDM attestation is still not accepted: HED attestation is mandatory.
Do I need a DOV or a CIMEA statement?
Only if your Italian university asks for one. The visa checklist lists a copy of a CIMEA statement of comparability, a DOV already issued by an Italian mission, or a CV, when the university requires it. The Mumbai DOV checklist adds that a student may choose the CIMEA statement instead of the DOV, and the Consulate issues only DOVs.

What the Consulate General decides: whether the visa and the DOV are issued, which documents it accepts and how long processing takes, up to 90 days for each. The university decides admission, and the region decides the DSU scholarship.

What costs students time most often:
- SDM attestation instead of HED: the Consulate does not accept it, so the documents go back for a new attestation and apostille.
- A DOV filed with a missing document: the advance notice of refusal gives 30 days to fix it, and the 90-day clock excludes that time.
- Starting the DOV too late for the 30 Nov 2026 visa deadline, when the DOV alone can take up to 90 days.

Frequently asked questions about the Mumbai office
Can the DOV go through Uni-Italia instead of VFS?
Yes. The Mumbai DOV checklist allows a DOV request through the Uni-Italia office in Mumbai, before the visa application, as an alternative to VFS. If the Consulate needs more documents, it writes to the Uni-Italia office. Uni-Italia publishes its own checklist for this route, and we work from it for eligible students.
Can an education loan count towards the 10,179.85 EUR?
Yes, but only if the loan amount is deposited and visible on the bank statements you submit. Otherwise the Consulate weighs it case by case. For eligible students, we check that the disbursement shows on the statements before the file is complete.
Who can sponsor my studies for a Mumbai visa?
If the sponsor lives in India, only relatives up to the 4th degree of kinship. Italian or foreign nationals legally living in Italy, institutions, Italian universities, local government bodies and recognised foreign authorities can also sponsor with verifiable documents. The sponsor adds 6 months of bank statements, ID proof, a sponsorship letter and proof of income.
Does the Consulate issue a codice fiscale?
No. The Mumbai DOV checklist says the codice fiscale (Italian tax code) is generated automatically during the Universitaly pre-enrolment, and that the Consulate does not issue one; it can also be obtained from the Italian Revenue Agency after arrival. Because we handle the pre-enrolment for eligible students, the code comes with it.
I am under 18. What extra documents does Mumbai ask for?
An original birth certificate, attested and apostilled, plus a copy; proof of sole custody where there is one legal guardian; an application form signed by both parents; and a no objection certificate signed by both parents before a notary, legalised by the Home Department and apostilled. Parents can instead sign a declaration before the consular officer in Mumbai by appointment.
What happens if my DOV file is incomplete?
The Consulate sends an advance notice of refusal through VFS, with 30 days to supply what is missing. If nothing arrives in time, the application is rejected. For files sent through Uni-Italia, the Consulate writes to the Uni-Italia office instead. We check the DOV file against the checklist so it goes in complete.
Does the 30 November deadline apply to every course?
No. It applies to Bachelor (laurea triennale) and Master (laurea magistrale) applications: 30 Nov 2026 for the 2026/27 intake and 31 Oct 2027 for 2027/28. It does not apply to PhD, specialisation courses, Erasmus programmes, single courses or foundation courses.
