Choose one paid only by you, working with public universities, that never promises a visa. Universitaly states that even a validated pre-enrolment does not secure a visa appointment.

Check 1: you pay it, not the universities

Some study abroad agents are paid a commission by universities for each student they send. That payment can shape which universities they recommend. An adviser paid only by the student has no reason to prefer one university over another, as How ApplyAZ gets paid explains.

Check 2: public universities first

Italian public universities set fees by family income. The national rule gives a full exemption from the yearly contribution with an ISEE up to €22,000 (about ₹24.04 lakh), under MUR Decree 1014 of 3 August 2021. A shortlist made only of private colleges can be a sign that commission, not your profile, drew it up.

Check 3: the whole Italian file, and no promises

Italy has its own steps: the university application, Universitaly pre-enrolment, a DOV or CIMEA statement, a regional DSU call and a type D visa. Ten countries on a menu is not expertise in one. A consultant who works on Italy alone deals with these steps on every file.

The last test is honesty about outcomes. The university, the region and the consulate decide, so anyone who promises admission, a grant or a visa is promising something they do not control.

They differ in who pays, whose interest shapes the shortlist and how much work stays with your family. Uni-Italia's 2024/25 Mumbai packages cost ₹18,500 or ₹22,000.

When applying alone is better: it suits an organised, confident student with a simple case, such as one or two programmes, clear documents and a region whose scholarship rules they already understand. What you save in fees, you pay in time, and you carry the risk of a missed regional rule yourself.

When Uni-Italia may suit you: it is officially backed, and its 2024/25 packages had published prices. Its 2024/25 brochure offers guidance on applications and on legalising scholarship documents, not preparing and submitting them, so your family would still file the university applications and the DSU application.

Are "free" study abroad consultants really "free"?

No: a "free" consultant is still paid, usually by the universities on its list, as a commission for each student sent. The price then shows up in where you are steered, often towards higher tuition. At a public university, fees follow family income, with a full exemption up to an ISEE of €22,000 under MUR Decree 1014 of 2021.

Many "free" agencies earn commissions from high-tuition universities and steer students towards them. ApplyAZ works the other way round. We focus on public universities and take no commission from any university, so nobody pays us to point you anywhere.

Look closely at any partner list. Ask whether financial relationships influence it, why each option fits your profile and which public alternatives were considered.

How do study abroad consultants get paid?

In one of two ways: a commission from universities for each student they send, or fees paid by the student and family. Some advisers mix both. ApplyAZ takes no commission from any university, public or private, and is paid by students in stages, as How ApplyAZ gets paid sets out in five steps.

It matters because income shapes advice. An adviser paid per student by a university has a reason to recommend that university, whether or not it suits you. An adviser paid by you can let the shortlist follow your profile.

So the first question for any consultant is simple: who pays you? A good answer names the payer and puts every fee in writing. A red flag answer is "the universities do, so it costs you nothing".

Can I apply to Italian universities without a consultant?

Yes, you can: Universitaly, the ministry's only official pre-enrolment portal, charges students nothing, and no consultant holds special admission rights. Applying alone suits an organised student with one or two programmes, clear documents and known DSU rules. The visa deadline of 31 October 2027 applies either way.

A consultant earns the fee on complex files. Think of several universities in different regions, DSU calls that need family documents from abroad, a sponsor, a study gap or a change of field. Each region runs its own DSU call, with its own dates and documents.

Is Uni-Italia "free", and what does it do?

No: Uni-Italia is a private non-profit set up in 2010 by four ministries, the Italian Trade Agency and CRUI, and it charges for assistance. Its 2024/25 Mumbai brochure lists packages at ₹22,000 and ₹18,500, and states that all fees are non-refundable. It suits students who want official guidance and will prepare more themselves.

Its founders are four ministries: Foreign Affairs, University and Research, Education and Merit, and the Interior. The Italian Trade Agency and the Conference of Italian University Rectors are co-founders too (Uni-Italia, Who we are). Its mission is to promote Italian universities and attract international students.

In India it has three offices, in New Delhi, Mumbai and Bengaluru (Where we are). They sit at the Embassy's Istituto di Cultura gate, inside the Consulate General in Mumbai and on Richmond Road in Bengaluru.

The Consulate General in Mumbai says it supports students through admission, pre-enrolment and the visa application.

The Mumbai consulate also takes DOV requests through the Uni-Italia office there (DOV checklist, revised June 2026). No current fee list for 2026/27 is published: pending.

What should a good Italy consultant do for me?

A good Italy consultant runs three stages for you: admission, the DSU scholarship and the visa. Each stage has its own decision-maker and deadline, from each university's first round to the visa cut-off of 31 October 2027 in the MUR circular. It should also tell your family which documents to obtain, then check each one.

Some documents only your family can obtain: degree certificates, State Higher Education Department attestation, the MEA apostille, bank statements and income tax returns. We tell you exactly which documents to get, in which order, and check every page before the visa appointment.

The Kolkata checklist for 2026 to 2028, for example, asks for a 6-month bank statement signed by the branch manager and income tax returns for 3 years. It refuses attestation by a Sub-divisional Magistrate.

What questions should I ask a study in Italy consultant?

Ask ten questions before you pay anyone, starting with who pays the consultant, and test each answer against a published source. The next most revealing is whether they know the visa funds figure: €10,179.85 a year for 2026/27 and 2027/28 under the MUR circular. A consultant who gets public facts wrong will get private ones wrong too.

What are the red flags of a fake consultant?

The clearest red flag is a promise about an outcome: admission, a DSU grant or a visa. Universitaly says a validated pre-enrolment does not even secure a visa appointment, and consulates can take up to 90 days to decide. Other warnings are hidden commissions, offices you cannot find and charges for things that cost nothing.

• A promised visa, or a quoted perfect visa record. The consulate decides, not the consultant.
• A short, fixed visa time. The consulates in Mumbai, Bengaluru and Kolkata state up to 90 days for a study visa.
• A charge to "access" Universitaly. The ministry's portal charges students nothing.
• A shortlist of private colleges only, or no straight answer on university commissions.
• An office you cannot find, or no named person for your file. ApplyAZ's offices are in Milan and India, and we say so.
• An offer to arrange a bank balance, a sponsor or an experience letter. The Kolkata checklist asks for 6 months of statements, and a false document harms you, not the agent.
• Old facts: the lower 2025/26 funds figure, a "spring intake" promised without naming the university and its call, or rankings with no edition named.
• Pressure to pay in full before any work, or packages you cannot get refunded.

How does ApplyAZ charge?

ApplyAZ charges students, never universities, and the fee varies by country, so it is never shown as one figure. After a 30-minute consultation, you pay step by step as results arrive: a starting fee, then admission, DSU and visa fees. How ApplyAZ gets paid sets out each step and three refund rules.

You pay the starting fee when you join after the consultation. The admission fee follows once you are admitted, the DSU fee when your scholarship application is submitted, and the visa fee at the visa stage. You see each fee in writing before you pay it.

Three refund rules are published. We refund the consultation if you do not find it useful, and the starting fee if you get no admission.

If your visa is refused because of a mistake on our side, we refund our visa fee. Terms apply, in writing before you begin.

Every Indian city falls under one of four Italian offices, and each city guide below names yours. ApplyAZ has offices in Milan and India, not in each city, and students in every Indian city work with us online. Can I study in Italy without paying tuition?

Yes, study can be tuition-free for eligible students at public universities, but it is not automatic. The national rule gives a full exemption with an ISEE up to €22,000 under MUR Decree 1014 of 2021. Families with income abroad need an ISEE parificato or pay a fixed fee, and each university sets its own rule.

Two 2026/27 examples show the range. The University of Milan charges students with residence and income abroad a fixed amount by country group. India is in Group A: €346 or €402 a year in total (about ₹37,800 or ₹43,900).

The University of Padua charges non-EU students whose household lives abroad a fixed fee that comes to €2,998 or €3,198 a year in total with the €192 regional fee and €16 stamp duty (about ₹3.28 or ₹3.49 lakh). An ISEE parificato only reduces the regional fee.

Both totals include the regional tax for the right to study, which every university collects: €130 at the University of Milan and €192 at the University of Padua in 2026/27, plus €16 stamp duty.

A regional DSU grant, at least €7,171.11 a year in 2026/27 for a student living away from home, can then help with housing and meals. We check your likely fee band early, for each university on your shortlist. Our page on the cost of studying in Italy has the full picture.

How much does a year in Italy really cost?

Plan on living costs from about €680 to €1,160 a month in Milan, by Politecnico di Milano's published ranges. Rome needs at least €800 to €900, by Sapienza's guide. Add your university's yearly fee, which already includes the regional tax.

A DSU grant of at least €7,171.11 a year in 2026/27 can cover much of it.

Turin's total is our sum of Politecnico di Torino's ranges; Milan's is our sum of Politecnico di Milano's. A few universities also charge a small amount to assess an application, and we build it into the plan for your shortlist.

For a student who qualifies for the DSU grant, that grant covers much of a year's living costs. That is how a year at a public university becomes genuinely low-cost, not just "affordable" on paper.

Which scholarships can a consultant prepare for me?

The main one is the regional DSU scholarship, worth at least €7,171.11 a year in 2026/27 for a student living away from home, under MUR Decree 175 of 10 February 2026. University fee reductions, merit awards, MAECI scholarships and Invest Your Talent in Italy come next. For eligible students, we prepare and submit the DSU application in each region.

The region decides the DSU grant and each funder decides its own award. We check each region's rules for every university on your shortlist, so you never face Italian tax tables alone.

Am I eligible to study in Italy?

You can apply if your schooling and degree meet the ministry's access rules. The MUR circular for 2026/27 and 2027/28 asks for 12 years of schooling for a bachelor's, and a first-cycle degree at EQF level 6 for a master's. Each university then decides, programme by programme, on your marks and subjects.

• Bachelor's: Class XII, which gives the 12 years of schooling the circular asks for. See studying in Italy after 12th.

• English: usually B2, set by each university and checked by the consulate for the visa, shown by a certificate or, where the university accepts it, a medium-of-instruction letter.
• Recognition of your qualification: a Declaration of Value or a CIMEA statement, which the circular treats as alternatives. See DOV or CIMEA.
• Documents: passport, transcripts, statement of purpose, CV, references and financial proof.
• Study gaps: each university assesses the whole file, including any gap, and we help you explain a gap honestly.

Do I need IELTS or Italian to study in Italy?

No Italian is needed for an English-taught programme, and IELTS is not always required. Most universities ask for English at B2 or above, the level the consulate checks for the visa under the MUR circular, and many accept a certificate, a medium-of-instruction letter or their own interview. When should I start with a consultant for 2027/28?

Start now if you are aiming for 2027/28, and give yourself 3 to 6 months before your first university deadline. The University of Padua's first round for 2027/28 runs from 15 September to 15 November 2026. The visa deadline is 31 October 2027, and consulates take up to 90 days.

Can I work while studying in Italy, and stay after?

Yes, a study permit lets you work up to 20 hours a week, and up to 1,040 hours a year, according to Italy's Ministry of Foreign Affairs. After an Italian degree, you can switch to a permit to look for work or start a business. It lasts from 9 to 12 months, for work in line with your studies.

The rule on the permit after graduating comes from the Ministry of Labour's integration portal (7 July 2023), which also asks you to register as available for work. Pay for part-time jobs depends on the job and the contract. See working part-time in Italy.

• Choosing an agent on a "free" promise: you may pay a private college's full fee instead of a public university's fixed fee, such as €346 a year at the University of Milan for a student from India in 2026/27.
• Missing a DSU window: a year without a grant worth at least €7,171.11 for a student living away from home (2026/27 minimum; 2027/28 pending).
• Filing the visa after 31 October 2027: the 2027/28 intake is lost, and the next one is a year later.
• The wrong attestation: an SDM stamp is refused, so the certificate goes back for State attestation and apostille, costing weeks.
• A balance that appears just before the appointment: the Kolkata checklist asks for 6 months of statements, and a refusal can cost the intake.
• Non-refundable packages: Uni-Italia's 2024/25 fees were non-refundable, so read any consultant's refund terms before you pay.

Independent advice includes explaining exceptions

ApplyAZ has no private-university tie-ups and receives no university commissions. Students and families pay for advice and application support; universities do not pay us to recommend them. Public universities remain our main focus.

A selected exception can still serve the student. IULM is a private university with DSU support and tuition exemptions or refunds for eligible students under its published rules.
