ERSU Palermo Scholarship 2026/27: Amounts, Deadlines and Documents

Who can apply to ERSU Palermo from countries like India?

Students from countries like India can apply if they enrol in 2026/27 at an institution the bando (official call) covers, such as the University of Palermo, and the family ISEE (the Italian family income indicator) is 23,000.00 EUR or less and the ISPE (the family assets indicator) 52,500.00 EUR or less (art. 2; art. 8).

Students who already hold a degree of the same or higher level, including a foreign one recognised by the institution, are excluded (art. 10 a). India is not on the particularly poor countries list (Tab. 6).

Students at the University of Catania apply to ERSU Catania instead.

How much is the ERSU Palermo grant in 2026/27?

A fuori sede (living away from home) student with ISEE under 11,500 EUR gets 8,246.78 EUR a year gross (about INR 9,07,000); the base is 7,171.11 EUR, falling in 10% steps to 3,585.56 EUR (art. 21, Tab. 7). With an ERSU bed and canteen meals deducted, the top cash is 5,346.78 EUR (Tab. 7.1).

• Services are deducted: the 1,700.00 EUR housing share for an ERSU bed, or when no lease declaration is filed, and 1,200.00 EUR for two daily meals where the canteen is active. A student with a verified private lease keeps 7,046.78 EUR in the top band (Bando 2026/27, art. 21, Tab. 7.1).
• Pendolare (commuter): 4,190.71 EUR base and 4,819.32 EUR at the top band; in sede (living at home): 2,890.16 EUR base and 3,323.68 EUR at the top band (art. 21, Tab. 7).
• Female students on STEM courses get 20% and students with a disability 40% instead of the 15% increase; the call prints no amount for these cases (art. 21).

Which documents does the family need from abroad for ERSU Palermo?

The key document is the ISEE parificato (the income statement for families outside Italy), calculated by an Italian CAF (tax assistance centre) from home-country documents translated into Italian and legalised where required (art. 8). With the residence permit, it must be in the portal by 14:00 on 30 Nov 2026 (art. 4).

The call does not list which home-country certificates are needed, does not state the income year and names no CAF; ERSU reserves the right to sign an agreement with one (art. 8). The full list, in the call's order, is in the documents section below.

When are the ERSU Palermo deadlines for 2026/27?

Applications ran online from 5 Jun 2026 to 14:00 on 22 Jul 2026, and corrections from 2 to 10 Sep 2026 (art. 3; art. 16). Students from abroad who applied in time can still add the ISEE parificato and residence permit until 14:00 on 30 Nov 2026 to enter the scholarship rankings (art. 4).

• 18 Sep 2026: housing ranking; the bed is accepted and taken within 12 days (Promemoria, the call's date list; art. 32).
• 30 Sep 2026: ranking of eligible students; first-year winners by 10 Nov 2026 (Promemoria).

How and when is the ERSU Palermo grant paid?

Bachelor and single-cycle first-years get 20% within 10 days of the close of enrolment, and by 10 Nov 2026 at the latest, then 30% by 31 Dec 2026 once enrolled (art. 24). This first instalment is paid at the pendolare rate. The 50% balance follows the credit requirement, expected by 31 Dec 2027.

Payment is only by transfer to an IBAN in the student's name, alone or jointly, and an IBAN must be given within 12 months of the award (art. 25). Payments depend on available funds (art. 24). The instalment clause does not name first-year two-year Master's students; the balance clause does include them.

How many credits do you need to keep the ERSU Palermo grant?

First-years, including two-year Master's students, need 15 CFU (university credits) by 10 Aug 2027 and at least 20 CFU in total by 30 Nov 2027 to receive the 50% balance (art. 24; Tab. 3). Credits count only once recognised for the course and registered by the student office.

Students with a disability need 9 CFU by 10 Aug 2027 and 12 in total by 30 Nov 2027 (art. 24). Credits validated from an earlier career do not count (Tab. 2). More on credits to keep your grant.

What happens if you miss the credits in Palermo?

With 20 CFU by 30 Nov 2027 but not 15 by 10 Aug 2027, the student keeps the first instalment, bed and meals used but loses the 50% balance (art. 24). With fewer than 20 CFU by 30 Nov 2027, benefits are revoked and the grant, housing share and meal share must be repaid (art. 24; Tab. 3).

Tab. 3 adds that in the first case half the value of an assigned bed is charged, which art. 24 does not say; we clarify this with ERSU when it applies. Repayment is made through PagoPA, and instalments can be granted for proven hardship (art. 13).

Can you get an ERSU Palermo residence bed?

Yes. Fuori sede first-years can request a bed in the application, and grant-eligible students pay no rent, while a winner's grant is reduced by the 1,700.00 EUR housing share (art. 21; art. 28; art. 34). Palermo has 913 beds, 289 of them ordinary first-year places (Tab. 10).

Within 12 days of the housing ranking the assignee accepts online, uploads a recent medical certificate from an Italian public health doctor and a photo, pays any deposit of 0, 50 or 100 EUR, and takes the bed in person, or loses it (art. 31; art. 32). The only exceptions are mobility programmes and serious personal or health reasons.

Without a bed, fuori sede status needs a paid lease in the student's name, registered with the Agenzia delle Entrate (Italian Revenue Agency) and covering 10 months between 1 Sep 2026 and 31 Oct 2027, declared from 2 Nov 2026 to 8 Jan 2027 (art. 23). Art. 22 treats students whose family lives abroad as fuori sede anyway, but the call does not say which amount applies without a lease or bed.

Documents from abroad for the ERSU Palermo 2026/27 call

ERSU Palermo asks a family abroad for an ISEE parificato calculated by an Italian CAF from home-country documents, plus the student's residence permit. Everything is uploaded as PDFs to the portal's Fascicolo (document folder) by 14:00 on 30 Nov 2026, or by 14:00 on 10 Sep 2026 for a normal place in the bed ranking (art. 4; art. 8).

• Valid identity document, front and back, for applicants who did not use SPID or CIE (Italian digital identity), which covers most students from abroad (art. 4).
• Parents' consent form and both parents' IDs, only if the applicant is under 18 (art. 4).
• Tax returns for the two previous years, only for students claiming an independent household (art. 4).
• Valid residence permit, proof of payment for its renewal or, by 30 Nov 2026, the receipt of the permit application (art. 4).
• ISEEU/ISPEU parificato calculated by an Italian CAF (art. 4; art. 8).
• Documents from the competent authorities of the country where the family earns its income and holds its assets, translated into Italian and legalised where required; the call does not list which certificates, so family composition, income, property and bank balances are not itemised (art. 8).
• Declaration of any income or assets the family holds in Italy, always required (art. 8).
• Where they go: one PDF per document, up to 2 MB, to the Fascicolo of the student portal, with a short data form for each; no postal route is mentioned (art. 4).

Frequently asked questions about ERSU Palermo

I already have a Bachelor's degree from abroad. Can I apply to ERSU Palermo for another one?

No. Students holding a qualification of the same or higher level are excluded, and this includes a degree obtained abroad if the institution recognises it, for example a Bachelor's holder applying for another Bachelor's (art. 10 a). We look at each foreign degree with the student before anything is filed.

Does ERSU Palermo cover University of Palermo fees?

Not through this call. ERSU refunds only the regional DSU tax, automatically, to winners and eligible students, by 31 Dec 2027 for first-years (art. 26). Any exemption from university fees follows the University of Palermo's own rules, and we check it for each eligible student during enrolment.

Can I combine ERSU Palermo with another scholarship?

The grant is incompatible with other grants for the same year from the Sicilian Region or other public or private bodies, and with university part-time or tutoring jobs (art. 5). A student holding another grant can ask for an adjustment (conguaglio) of the amounts; holding one without it leads to revocation (art. 13 h).

Does being eligible for ERSU Palermo mean I will receive the money?

Not necessarily. First-years are ranked by ISEE score, with ties decided by lower ISPE and then age, and only those within the available funds become winners (art. 19). Eligible students left unfunded are idonei non assegnatari: the regional tax is still refunded (art. 26) and canteen meals are available at a charge (art. 37).

Which bank account can receive the ERSU Palermo grant, and do I need a codice fiscale?

Payment is only by SEPA transfer to an account with an IBAN in the student's name, alone or jointly; a prepaid card with an IBAN also works. Without an IBAN within 12 months of the award, the benefit is revoked (art. 25). The call does not mention the codice fiscale (Italian tax code).

What if the ERSU Palermo rankings come out late?

The dates in the call's schedule are planned dates: the ranking of eligible students by 30 Sep 2026 and first-year winners by 10 Nov 2026 (Promemoria). Publication on the ERSU website and in the personal area is the only notice (art. 15), so we follow each list for eligible students and handle any correction request in time.
