HED attestation, apostille and E-Sanad for Italy (2026/27)
HED attestation (the state Higher Education Department's stamp) comes first, then the apostille (the Ministry of External Affairs certification); E-Sanad for the DOV (declaration of value) depends on the office.

- The state Higher Education Department (HED; HRD in New Delhi) attests the degree and transcripts, then the Ministry of External Affairs apostilles them; SDM attestation is not accepted.
- E-Sanad (the MEA's online system) apostilles are accepted for the DOV in Mumbai and Bengaluru (QR code visible), not New Delhi.
- 4 steps, ending in the visa and DOV files; the state and the MEA set their own timing.
- ApplyAZ, an Italy-based consultancy that works only with public universities, helps eligible students by preparing and checking their visa and DOV file before the appointment.

Check your eligibilityHow the attestation chain works, step by step
Indian degree documents reach an Italian office through a fixed chain: the issuing state's Higher Education Department attests them, then the Ministry of External Affairs apostilles them for the visa and the DOV (declaration of value, dichiarazione di valore). The three Italian offices in India agree on the chain and differ on E-Sanad, DigiLocker and copies.
- HED attestation. The competent State HED (Higher Education Department) attests the final degree or final school certificate and the transcripts or marksheets; for a Bachelor's applicant, the final school certificate is Class XII. New Delhi calls this HRD authentication and wants it from the Regional Authentication Centre (Department of Education) of the state that issued the degree. None of the three offices accepts SDM attestation on study documents. For eligible students, we list which documents need the stamp and plan the chain as soon as the student starts with us.
- MEA apostille. The Ministry of External Affairs then apostilles the attested documents, on paper or online through E-Sanad (the MEA's online attestation and apostille system). For the DOV, Mumbai accepts a digital certificate attested by the HED and apostilled through E-Sanad, with the original alongside; Bengaluru accepts a colour copy apostilled through E-Sanad with the original, the QR code visible. New Delhi's DOV checklist says E-Sanad attestation will not be accepted and wants the apostille to name both the issuing and the attesting authority. We check each apostille against the office's checklist when it comes back.
- Translation. For a study DOV, Mumbai needs no Italian translation when the degree and transcripts are issued in English, and Bengaluru the same unless the university asks for one; New Delhi lists a translation only for work or research DOVs. The three visa checklists set no translation rule for degree documents. We find out what the university wants and, when a translation is needed, work from the office's published list of translators.
- Visa, DOV and CIMEA files. The visa file takes the attested and apostilled degree and transcripts in original with one colour copy, at all three offices; New Delhi and Bengaluru add that all study certificates must be attested and apostilled for fresh admission, not for an exchange programme. The DOV file takes the originals with 2 copies in New Delhi and Bengaluru, or 1 black and white photocopy in Mumbai. When the university asks for a CIMEA statement (from CIMEA, Italy's centre for qualification recognition) instead of a DOV, we prepare and file the CIMEA request from the student's degree documents.
E-Sanad and attestation rules, office by office
All three offices want HED attestation and an MEA apostille on the final degree and transcripts, and none accepts SDM attestation on study documents. The table shows where they differ for the DOV: E-Sanad, DigiLocker and the number of copies. Each office name links to its full page.
| Office | E-Sanad apostille for the DOV | Other attestation rules |
|---|---|---|
| Embassy of Italy, New Delhi | Not accepted: the checklist says E-Sanad attestation will not be accepted. | HRD stamp from the issuing state; SDM stamp not accepted; apostille names both authorities; DigiLocker Class 12 marksheet with apostille accepted; 2 copies. |
| Consulate General of Italy, Mumbai | Accepted: attested by the HED and apostilled online through E-Sanad, with the original submitted alongside. | HED attestation mandatory; SDM not accepted; no DigiLocker rule listed; 1 black and white photocopy. |
| Consulate General of Italy, Bengaluru | Accepted: colour copy apostilled through E-Sanad, with the original; QR code visible. | HED attestation mandatory; SDM not accepted on study documents; DigiLocker Class 12 marksheet with apostille accepted; 2 photocopies; stamp on the back of every document. |

Check your eligibilityWhat is HED attestation?
HED attestation is the stamp of the Higher Education Department of the Indian state that issued a degree, school certificate or marksheet. The Embassy in New Delhi and the Consulates General in Mumbai and Bengaluru require it on the final degree and the transcripts, for the visa and the DOV, before the Ministry of External Affairs apostille.
New Delhi's checklists also call it HRD authentication and want the stamp from the Regional Authentication Centre (Department of Education) of the state the degree came from. Mumbai and Bengaluru state it plainly: HED attestation is mandatory. We check that the stamp comes from the right state before the apostille.
Is SDM attestation accepted by the Italian consulates in India?
Not on study documents. The New Delhi, Mumbai and Bengaluru visa checklists all say attestation by a Sub-divisional Magistrate (SDM) is not accepted, and the three DOV checklists agree: New Delhi writes SDM stamp not accepted, and Mumbai and Bengaluru say SDM attestations on study documents will not be accepted.
SDM does have a role in one place, the one and the same certificate for a name mismatch: Bengaluru accepts SDM attestation on it, and New Delhi accepts the certificate when a Tehsildar or SDM issues it. More on the one and the same certificate.
Does the Embassy in New Delhi accept E-Sanad for the DOV?
No. The Embassy's DOV checklist says E-Sanad attestation will not be accepted, and the HRD stamp must come from the Regional Authentication Centre (Department of Education) of the state that issued the degree. The Ministry of External Affairs apostille should then name both the authority that issued the document and the authority that attested it.
Mumbai and Bengaluru do accept E-Sanad apostilles for the DOV. For Class 12, the New Delhi checklist does accept a DigiLocker copy of the marksheet with apostille. The full list is on the New Delhi visa and DOV page.
Is a DigiLocker Class XII marksheet accepted for the DOV?
In New Delhi and Bengaluru, yes. Both DOV checklists accept a DigiLocker copy of the Class 12 marksheet with apostille, plus 2 copies, and Bengaluru wants the QR code visible for verification. The Mumbai DOV checklist does not mention DigiLocker, and none of the three visa checklists does: they ask for the final certificate attested by the HED and apostilled.
For a Mumbai DOV, we plan the Class XII certificate through the paper or E-Sanad route that the Mumbai checklist lists.
Reality check
What we handle: for eligible students, we plan the chain early, list which documents need HED attestation and apostille for the visa and the DOV, check that each stamp comes from the right state and each apostille meets the office's checklist, and compare names across every document before anything is apostilled.
What we do not control: the state Higher Education Department attests and the Ministry of External Affairs apostilles, each on its own timing. The consulate decides the visa and the Italian office issues the DOV. The university decides admission.
What costs students the most:
- SDM attestation instead of HED: no office accepts it on study documents, so the document goes back through attestation and apostille before the file can be complete.
- An E-Sanad document sent to New Delhi for a DOV: the Embassy's checklist does not accept E-Sanad attestation, so the HRD stamp from the state's Regional Authentication Centre is needed instead.
- A missing stamp in Bengaluru: the Consulate reserves the right to reject the application if the HRD or apostille stamp is not on the back of all study documents.

Check your eligibilityFrequently asked questions
Do earlier certificates need attestation for the DOV?
Not as originals. For a DOV on a Bachelor's degree, New Delhi and Bengaluru ask for a plain copy of the Class XII certificate; on a Master's degree, copies of Class XII and the Bachelor's degree. New Delhi says these copies need no attestation or apostille, and Bengaluru that they need no apostille. Mumbai's checklist does not list earlier certificates.
Can a provisional certificate be attested and apostilled?
Yes. All three visa checklists accept a provisional certificate officially issued by the institution, attested and apostilled, with the original submitted once issued. Bengaluru accepts it only if it shows the final mark and the ranking criteria and proves the course is complete. For the DOV, Mumbai accepts one only for students graduating in 2026 whose final certificate is not yet issued.
Is attestation needed for an exchange programme?
No, according to the New Delhi and Bengaluru visa checklists: all study certificates must be attested and apostilled for fresh admission, but this is not required for an exchange programme. Bengaluru lists separate documents for exchange students instead, including a letter from the Indian institution signed and stamped by the Dean or a competent authority.
Do attested documents need an Italian translation?
Not for a study DOV when they are in English. Mumbai needs no translation for documents issued in English, and Bengaluru the same unless the university asks for one. New Delhi lists an Italian translation only for work or research DOVs. The three visa checklists set no translation rule for degree documents.
Where on the document do the stamps go?
Bengaluru reserves the right to reject a DOV application if the HRD or apostille stamp is not affixed on the back of all study documents. New Delhi asks that the apostille name both the issuing authority, such as the Registrar or the Controller of Examinations, and the attesting authority, the Department of Education (HRD).
Can ApplyAZ handle the attestation and apostille for me?
We plan and check it, for eligible students: which documents need HED attestation and apostille, in what order, and whether every stamp meets the office's checklist. The state department and the Ministry of External Affairs issue them. Check your eligibility first. If you are eligible, you book a one to one consultation with one of our Italy experts, and from there we take care of everything.
