In short
- The DSU scholarship pays three rates. Fuori sede (living away from home) is the highest: at least 7,171.11 EUR a year in 2026/27, against 4,190.71 EUR for a pendolare (commuter) student.
- A student from India is normally fuori sede, but most bodies only pay that rate once you prove where you live: a registered lease of at least 10 months, or a bed in a student residence.
- Miss the proof or the date and the grant can drop to a lower rate. At the University of Milan that means 3,991 EUR instead of 7,419 EUR in cash in band 1.
- DiSCo Lazio and DSU Toscana are the exceptions: neither needs a lease for fuori sede status.

What do fuori sede, pendolare and in sede mean in the DSU scholarship?
Every DSU call sorts students into three statuses by where they live while they study. In sede means you live in the family home in the university city. Pendolare means you commute from the family home. Fuori sede means you live away from home, near the university, and pay for your accommodation.
The status decides the amount. Under MUR Directorial Decree 175 of 2026, the national minimums for 2026/27 are 7,171.11 EUR (about ₹7.84 lakh) fuori sede, 4,190.71 EUR (about ₹4.58 lakh) pendolare and 2,890.16 EUR (about ₹3.16 lakh) in sede. The gap between fuori sede and pendolare is close to 3,000 EUR a year, which is why the lease matters as much as the application.
Is a student from India automatically fuori sede?
Not automatically. A family that lives in India cannot be in sede or a daily commuter, so most calls treat the student as fuori sede in principle. ADiSU Umbria says so directly: every student whose family lives abroad is fuori sede. But most bodies pay the fuori sede amount only after you prove paid accommodation near the university, usually a lease registered with the Agenzia delle Entrate for at least 10 months, or a bed in one of its residences.
Without that proof, the body pays a lower rate: usually the commuter rate, and at ER.GO and ADSU Chieti-Pescara the in sede rate. ADiSU Umbria pays a fuori sede student in the top band 6,646.78 EUR with a registered lease, 4,846.78 EUR plus a bed with an ADiSU residence place, and 4,019.32 EUR with neither.

What happens if your lease is late or missing?
The grant does not disappear, but it shrinks. The University of Milan pays the pendolare amount, 3,991 EUR instead of 7,419 EUR in cash in band 1, when the fuori sede proof is weak or uploaded after 16 November 2026. ERSU Palermo deducts the 1,700 EUR housing share when no lease declaration is filed; a student with a verified private lease keeps 7,046.78 EUR in the top band.
Some bodies pay the first instalment at the commuter rate and top it up later. The University of Padua pays the first payment at the pendolare rate if the housing documents were not uploaded by 30 September 2026. ERSU Cagliari pays the November share at the pendolare rate and the December share at the fuori sede rate only if the lease was confirmed by 21 November 2026.
Which lease mistakes cost students the fuori sede rate?
- An unregistered lease. Bodies check the registration with the Agenzia delle Entrate; ADISURC Campania checks every lease.
- A lease that is too short. Most calls ask for at least 10 months; Politecnico di Milano asks for 1 October 2026 to 31 July 2027.
- A lease in someone else's name. ADSU Chieti-Pescara, Politecnico di Milano, ADiSU Umbria, ADISU Puglia, ERSU Palermo and ERSU Catania want it in the student's own name.
- Accommodation too far away. The University of Milan counts only housing within 60 minutes of the campus; EDISU Piemonte only the course municipality or a bordering one.
- Rent below the legal minimum. The University of Milan rejects rent below the local canone concordato minimum.
- Ending the lease early without telling the office. At the University of Milan this can lead to full revocation if not reported within 15 days.
Should you choose a residence bed or a private lease?
It depends on the body. A residence bed usually counts as fuori sede proof automatically, but its value is often deducted from the cash: EDISU Piemonte deducts 2,700 EUR and ERDIS Marche 2,821 EUR. DSU Toscana is the exception that adds the bed on top without deducting it. A private lease keeps more cash in hand but means finding a registered room on time.

How do you plan the lease before you fly?
- Check your body's rule in the table above before you sign anything.
- Ask for a registered contract for at least 10 months, in your own name, in or next to the study city.
- Get a codice fiscale first: you need it to sign and register a lease. See codice fiscale for students.
- Upload the proof as early as the body allows, not just before the final deadline. At most bodies this brings the first instalment at the fuori sede rate; ERSU Palermo, ERSU Catania and ERSU Cagliari pay the first instalment at the commuter rate anyway and add the difference later.
- Keep the registration receipt and tell the office within its deadline if the lease changes.

Not at every body. ADSU Chieti-Pescara, Politecnico di Milano, ADiSU Umbria, ADISU Puglia, ERSU Palermo and ERSU Catania ask for a lease in the student's own name. Check your body's call before you sign.
