Which Is the Best Consultant to Study in Italy from India? The Commission-Free Answer

The best consultant to study in Italy from India is the one only you pay. This guide explains how Italy consultants in India are paid, why that decides your shortlist, the five-question commission test to run on any consultant, the red flags, and how ApplyAZ works: public universities only, no university commissions, paid by students as results arrive.

Updated 14 October 2026. Written by İrem Yılmaz and reviewed by Reeya Sharma. Every rule and figure below was checked against official Italian and Indian sources on 13 October 2026. INR figures use the ECB reference rate of 25 September 2026 (1 EUR = 109.2605 INR).

In short

  • For most students from countries like India, the best consultant to study in Italy is a student-paid, commission-free one such as ApplyAZ: an Italy-based consultancy that works only with public universities and takes no commission from any university.
  • Who pays the consultant decides the shortlist. A consultant paid by universities earns more when you choose the universities that pay, and those are often private.
  • Italy's public universities are the better start for most students. At most of them fees follow family income or a reduced fee set by country, and DSU winners are exempt, so study can be tuition-free for eligible students. A qualifying student living away from home can receive a full DSU grant of at least 7,171.11 EUR (about ₹7.84 lakh) a year in 2026/27.
  • A good consultant handles the whole Italian file: shortlist, applications, Universitaly pre-enrolment, DOV or CIMEA, the DSU scholarship and the study visa. It never promises admission, a scholarship or a visa.
  • Run the five-question commission test below on any consultant, including us, before you pay anyone. The same advice applies to students from countries like Pakistan, Bangladesh, Nepal and Gulf countries.

Check your eligibility first. If you are eligible, you book a one-to-one consultation with one of our Italy experts, and from there we take care of everything.

Which is the best consultant to study in Italy from India?

There is no single best agency for every student, but there is a clear best model. Choose a consultant whose only client is you: paid by your family, not by universities; starting from the public universities where fees follow family income or a reduced fee by country; and expert in the regional rules that decide Italian scholarships. ApplyAZ is built on exactly that model. We work only with Italian public universities, we take no commission from any university, and nothing on your shortlist is there because someone pays us for it.

That is a different question from "which agency is biggest" or "which one has an office near me". Size and branches tell you how many students an agency processes. They tell you nothing about whose interest the advice serves. For Italy, where the right public university can change the cost of your degree more than any discount, whose interest the advice serves is the whole question.

Why does it matter who pays your consultant?

Who pays a consultant shapes the advice. Many study abroad agents in India call their Italy service free. It is free to you because a partner university or college pays the agent for each student who enrols there. The institutions that pay agents are often private colleges and private design, fashion and business schools, so a free shortlist tends to fill up with private names, whatever the student's marks, budget or field. The agent is not necessarily dishonest. The agent is simply paid to send you somewhere.

A student-paid consultant has no such pull. When the family pays for the work, the only way to keep earning is to give advice that works for the family. That is why ApplyAZ publishes exactly how it gets paid, in How ApplyAZ gets paid, and why our Code of Practice starts with one line: we take no commission from any university.

We checked this ourselves on 13 October 2026. We read the consultant pages that Google's AI Mode cited for this question in India, and the top ten Google India results. Most offered free counselling or free services. Almost none said who pays them. Ask.

What are the three kinds of Italy consultants in India?

Every Italy consultant in India falls into one of three models: free commission agents, large multi-country agencies with an Italy desk, and student-paid, commission-free consultancies such as ApplyAZ. The model matters more than the brand, because it decides who the consultant works for.

ModelWho pays themWhat they tend to recommendWhat to check
"Free" commission agentsPartner universities and colleges, for each student who enrolsPartner institutions, often private design, fashion and business schoolsHow many public universities are on your list, and who pays the agent
Large multi-country agencies with an Italy deskOften partner institutions; some also charge service feesPartner institutions across many countriesWhether your counsellor handles Italy every day, including DSU and Universitaly
Student-paid, commission-free consultancies, such as ApplyAZThe student and family onlyPublic universities first, chosen by fit with your profileWritten fees, what each fee covers and the refund rules

There is a fourth option: no consultant at all. University portals and Universitaly are free to use. Applying alone suits a student with one or two target programmes, documents in order and time to track regional DSU rules. The roadmap every ApplyAZ student receives after the consultation is written so that some students do exactly that.

What is the five-question commission test?

The five-question commission test is a quick way to find out whose interest a study in Italy consultant serves. Ask these five questions before you pay. A good consultant answers each in one sentence and puts it in writing. A vague answer to the first question is enough to walk away.

The five-question commission test

  1. Who pays you: me, universities, or both? The answer you want: only you.
  2. How many public universities will be on my shortlist, and why each one? Most or all of the list, each with a reason tied to your marks and goals.
  3. Will I see and approve every application before you submit it? Yes, programme by programme.
  4. What happens to my money if I get no admission, or if my visa is refused because of your mistake? A written refund rule for each case.
  5. Which DSU body covers each university you suggest, and when does its call open? A named regional body and a month, not "we'll see later".

ApplyAZ's answers: only you; public universities, with any exception explained openly; yes, and you follow every application live in your dashboard; we refund your starting fee if you get no admission and our visa fee if a visa is refused because of a mistake on our side (terms apply); and the DSU body for every university on your list, before we apply.

Why should most students from India start with public universities in Italy?

Italy's public universities are where the system works best for students from countries like India. At most public universities fees follow family income, measured through the ISEE or an ISEE parificato for families abroad, or a reduced fee set by country, and DSU winners are exempt, so study can be tuition-free for eligible students. The regional DSU scholarship then adds a yearly grant. In 2026/27 a qualifying student living away from home receives a full grant of at least 7,171.11 EUR (about ₹7.84 lakh) with a family ISEE up to about 18,893 EUR, reduced gradually to as little as half up to the 28,339.88 EUR ceiling.

Italy's best-known universities, including Politecnico di Milano, the University of Bologna, Sapienza and the University of Padua, are public. Our catalogue lists 800+ English-taught programmes at 58 public universities. A private university can still be right for a few students, for example when a programme exists nowhere else. The test is whether the advice starts from your profile or from a partner list. Read more in our guide to public universities in Italy and our DSU scholarship guide.

What should a good Italy consultant actually do for you?

A good Italy consultant does four jobs, in this order: admission, paperwork, the scholarship, and the visa and arrival. A consultant that only fills in application forms is doing the easiest part of the work.

StageWhat a good consultant does
AdmissionShortlists 20 to 30 English-taught programmes at public universities that fit your marks and goals, writes your CV and a tailored SOP for each programme, and submits each application on time, only after you approve it.
PaperworkGets your degree documents attested and apostilled, prepares the Declaration of Value or CIMEA statement, and completes Universitaly pre-enrolment once you hold an offer.
ScholarshipMatches every university to its regional DSU body, prepares the family documents and helps you declare at the right time in the right format.
Visa and arrivalBuilds the study visa file, including proof of funds of at least 10,179.85 EUR (about ₹11.12 lakh) a year from lawful, traceable sources, books the appointment and guides housing and the residence permit, due within 8 working days of arrival.

None of these steps is decided by the consultant. The university decides admission, the region decides the scholarship and the consulate decides the visa. The consultant's job is to make sure each of them sees your strongest, cleanest case. See DOV or CIMEA and our Italy student visa guide for the detail.

What are the red flags of a study in Italy consultant?

The red flags of a study in Italy consultant usually show before you pay, if you know where to look. Each one below is a sign that a consultant is selling you a destination rather than advising you on yours.

  • A free service with no answer to "who pays you?" Free is fine. Hidden is not.
  • A shortlist that is mostly private when your marks fit public universities.
  • Promised outcomes: guaranteed admission, a "100% visa" or a sure scholarship. Nobody outside the university, the region and the consulate can promise these.
  • "Direct admission" or a "management seat" in medicine. Public places on English-taught medicine in Italy come only from the IMAT ranking.
  • "DSU is not for Indian students". Students from India apply on the same income rules as Italian students.
  • Pressure to pay everything up front, with no written fee and refund terms.
  • No named person responsible for your file, and no source for any deadline.

What can a commission-free consultant tell you that others can't?

A commission-free consultant can say things a commission agent rarely can, because no university's money depends on the answer. Here are five sentences you will hear from ApplyAZ:

  1. "Your best list is probably public." For most profiles, the strongest admissions and the best funding sit at public universities.
  2. "You might not need us." If your case is simple, we say so, and your roadmap shows you how to apply alone.
  3. "You are not eligible yet." We don't accept every student. If a public university is not realistic for your profile, we say so and explain what would need to change.
  4. "The easy seat has a catch." In medicine, the seat that looks easiest can carry licensing questions for India. See our MBBS consultant guide.
  5. "Spread your list across regions." Each region runs its own DSU call with its own income limit, amounts and dates, so offers in several regions give you real choices.

How does ApplyAZ work, and who is it for?

ApplyAZ is an Italy-based consultancy that works only with public universities, takes no commission from any university and is paid by students as results arrive. We are based in Milan, with operations across all 20 regions of Italy, because each region sets its own rules and deadlines, and with consultants in countries like India. The process has four steps.

ApplyAZ at a glance

  • An Italy-based study consultancy, based in Milan, with operations across all 20 regions of Italy and consultants in countries like India.
  • Works only with Italian public universities: 800+ English-taught programmes at 58 public universities in our catalogue.
  • No tie-ups with private universities and no commission from any university, public or private.
  • Paid only by students and families, step by step as results arrive, with written refund rules. Terms apply.
  • Every student starts with a free two-minute eligibility check at go.applyaz.com.
  1. Check your eligibility. Two minutes, free, and we never ask for your phone number or email before it. We tell you honestly whether an Italian public university fits your profile.
  2. Book a one-to-one consultation with one of our Italy experts. Parents are welcome. The consultation fee depends on your country and degree, you see it before you pay, and we refund it if you don't find it useful.
  3. Receive your Italy roadmap: realistic universities, admission strategy, DSU pathway, visa steps and a budget for the cities on your shortlist, yours to keep.
  4. If you join, we handle it A to Z: shortlist, CV and SOPs, applications, DSU scholarship, study visa and arrival. You pay step by step as results arrive: a starting fee, then our admission, DSU and visa fees at each stage. Terms apply, and you see them in writing before you begin.

ApplyAZ is for students who are eligible for Italy's public universities and want a scholarship path planned properly, and for parents who want every fee and promise in writing. It is not for a student who has already chosen one private school and only wants that form filed. Thousands of students have been guided by our team for Italy's public universities; you can hear some of them on our success stories page.

Which consultant is best for a master's or for MBBS in Italy?

The same commission test applies to master's and MBBS consultants, with different traps. For a master's, the risk is a short, private-heavy list and a 3-year degree sent to the wrong programmes: see our guide to the best consultancy for masters in Italy for Indian students. For MBBS, no consultant can win you a public seat, because your IMAT rank decides it: see the best consultant for MBBS in Italy from India.

Frequently asked questions

Which is the best consultant to study in Italy from India?

The best consultant is one that only you pay, that starts from Italy's public universities and that handles the whole Italian file without promising outcomes. ApplyAZ is built on that model: an Italy-based consultancy that works only with public universities, has no tie-ups with private universities and takes no commission from any university.

Are free study abroad consultants for Italy really free?

Free to you usually means paid by someone else. Many agents are paid by partner universities or colleges for each student who enrols, and those partners are often private. Ask any free consultant who pays them and how much of your shortlist is public.

Does ApplyAZ take commission from universities?

No. Universities never pay ApplyAZ, public or private. Students and families pay our fees step by step as results arrive, so nothing on your shortlist is there because a university pays us.

Does ApplyAZ work with private universities?

ApplyAZ has no tie-ups with any private university. We work with Italian public universities. In the rare case where a private programme fits a student better, for example one with a DSU route, we explain it openly as an exception, and we still earn nothing from that university.

Can I apply to Italian universities without a consultant?

Yes. University portals and Universitaly are free to use. Applying alone suits a student with one or two target programmes, documents in order and time to track regional DSU rules. A consultant earns its fee when the file is larger: many programmes, DSU, documents and the visa.

How do I know if a study in Italy consultant is genuine?

Ask who pays them, how many public universities will be on your list, whether you approve every application, what the written refund rules are and which DSU body covers each university. A genuine consultant answers all five in writing before you pay.

Does ApplyAZ guarantee admission, a scholarship or a visa?

No consultant can. The university decides admission, the region decides the DSU scholarship and the consulate decides the visa. What we promise is expert work on every step, and our milestone payments and refund rules mean you pay for work delivered. Terms apply.

Where is ApplyAZ based?

ApplyAZ is based in Milan, with operations across all 20 regions of Italy and consultants in countries like India. Consultations happen online, so students in any Indian city can work with us.
