Updated 14 October 2026. Written by İrem Yılmaz and reviewed by Reeya Sharma. Places, dates and rules were checked against Italy's Ministry of University and Research (MUR) Decree 1005 of 2026, university rankings and India's National Medical Commission (NMC) regulations on 13 October 2026.
In short
- For students from countries like India, the best consultant for MBBS in Italy is an honest, commission-free one such as ApplyAZ, an Italy-based consultancy that works only with public universities and never promises a seat.
- No consultant can get you a public MBBS seat in Italy. Places in English-taught Medicine and Surgery at public universities come only from the IMAT ranking. There is no donation or management quota.
- Non-EU applicants living abroad are ranked only by the one university they chose at registration. Choosing that university well is the single biggest thing a consultant can help with.
- For 2026/27 there are 525 places for non-EU applicants living abroad on 17 courses in Italy, from 11 at Bari to 61 at Messina, plus 320 on Tor Vergata's course taught in Tirana, Albania.
- An honest consultant explains the NMC rules before you pay: NEET-UG qualification, the 54-month and 12-month internship conditions, and the FMGE, which stays until the National Exit Test starts.
Check your eligibility first. If you are eligible, you book a one-to-one consultation with one of our Italy experts, and from there we take care of everything.
Which is the best consultant for MBBS in Italy from India?
The best MBBS consultant for Italy is the one that tells you the truth first: your IMAT score decides your seat, not the consultant. Beyond that, choose one that is paid only by you, works with the public medical schools where fees follow family income or a reduced fee set by country, helps you pick the one university you will be ranked by using real places and published scores, and explains the NMC rules for India before you pay. ApplyAZ is built this way. We work only with public universities and take no commission from any university.
Italy awards no degree called MBBS. The degree is the six-year single-cycle Medicine and Surgery (class LM-41), taught in English at 16 public universities for non-EU applicants living abroad in 2026/27. In India it is called MBBS for convenience, and we do the same here. For the full picture, read our guide to MBBS in Italy for Indian students.
Can a consultant get you an MBBS seat in Italy?
A consultant cannot get you an MBBS seat at an Italian public university. English-taught Medicine and Surgery places are given only through the IMAT ranking set by MUR. The test has 60 questions in 100 minutes, with 1.5 points for a correct answer, minus 0.4 for a wrong one and a maximum of 90. Non-EU applicants living abroad enter the ranking with any score above zero, and the university fills its non-EU places in score order. No donation, management or direct quota exists, so a consultant who sells you a guaranteed public seat is selling something that does not exist.
That changes what a good MBBS consultant is for. Not seats, but decisions and paperwork: the university you list, the dates you must not miss, the documents, the scholarship and the visa.
What does a good MBBS consultant actually do?
A good MBBS consultant handles everything around the IMAT that can cost you a year if it goes wrong. In practice that means seven jobs.
- Helps you choose the one university you list. Non-EU applicants living abroad are ranked only by that university, and the choice is final when registration closes.
- Gets pre-enrolment and IMAT registration right and on time. Each university sets its own pre-enrolment deadline, often weeks before the test registration. For 2026, IMAT registration on Universitaly ran from 26 August to 15:00 Italian time on 9 September.
- Prepares your school documents: the Declaration of Value or CIMEA statement for your Class 12 qualification, with attestation and apostille.
- Checks your NEET-UG position for India before you commit years and money.
- Plans the DSU scholarship before results. Most regional calls close in late summer, before IMAT results are out, so the family documents must be ready in advance.
- Tracks the ranking rounds. Each university sets its own non-EU ranking rounds and take-up deadlines in its call, and missing one can cost the seat.
- Builds the visa file and guides your arrival, including the residence permit within 8 working days.
No consultant can raise your score on test day. Everything around the test is where a consultant earns its fee. For 2027/28, MUR sets new dates and places in next year's decree; if 2027 follows 2026, university pre-enrolment comes in early summer, IMAT registration in late August and the test in September. Read our IMAT exam guide for the full 2026 calendar.
Why does your choice of university decide your chances?
Your choice of university decides your chances because non-EU applicants living abroad are ranked by one university only. A student who scores 60 and lists a university whose last published non-EU score was 58 could get in, while a student who scores 65 and lists a university that closed at 70 may not. The table shows the 2026/27 places for non-EU applicants living abroad and the non-EU score published after IMAT 2025, where the university published one.
| University | Course city | Non-EU places 2026/27 | Published non-EU score, IMAT 2025 (of 90) |
|---|---|---|---|
| University of Bari Aldo Moro | Bari | 11 | 50.90 (first ranking) |
| University of Bologna | Bologna | 20 | Not published |
| University of Cagliari | Cagliari | 18 | Not published |
| University of Campania Luigi Vanvitelli | Naples | 50 | Not published |
| University of Catania | Catania | 40 | 61.60 |
| University of Messina | Messina | 61 | 58.20 (first allocation) |
| University of Milan | Milan | 15 | Not published |
| University of Milano-Bicocca | Bergamo | 20 | Not published |
| University of Naples Federico II | Naples | 45 | Not published |
| University of Padua | Venice | 25 | Not published |
| University of Padua, MedTech (subject to accreditation) | Padua | 15 | New course |
| University of Parma | Piacenza | 50 | 67.60 (at seat count) |
| University of Pavia (Harvey course) | Pavia | 40 | Not published |
| Marche Polytechnic University | Ancona | 50 | Not published |
| Sapienza University of Rome | Rome | 13 | Not published |
| University of Rome Tor Vergata | Rome | 20 | Not published |
| University of Turin | Orbassano | 32 | Not published |
Places total 525 on 17 courses. Tor Vergata also offers 320 places on a course taught in Tirana, Albania, and Florence has no non-EU places for applicants living abroad this year. Published scores can fall when admitted candidates do not enrol, and they change every year, so a consultant should use them as a range, not a promise. Places are from MUR Decree 1005 of 2026, Table B.
What should an honest consultant tell you about NMC rules?
If you want to practise in India, these rules matter as much as the admission, and a consultant who skips them is not working for you. Indian citizens and OCI holders must have qualified NEET-UG before starting a foreign medical degree, and the NMC's study-abroad guidance says the result is valid for three years. Under the Foreign Medical Graduate Licentiate Regulations 2021, the course must last at least 54 months, be taught in English and lead to a licence to practise in the country that awards it, with an internship of at least 12 months in the same foreign institution, followed by a 12-month supervised internship in India.
The Italian degree lasts six years, is taught in English and, once its 3-month practical evaluative internship is passed, qualifies the graduate to practise in Italy. The open point is the 12-month foreign internship: the Italian degree builds in a 3-month internship, and the NMC has not published how it treats this. Graduates then sit the FMGE, which an NMC draft of August 2026 keeps in place until the National Exit Test starts. The NMC also says it does not endorse any list of foreign medical universities, so "NMC-approved university" is a sales phrase, not a status. We brief every MBBS family on these points in the consultation, before any fee beyond it.
What are the easy-seat traps in MBBS consultancy?
The easy-seat traps in MBBS consultancy are offers that look simpler than the IMAT route but carry a cost that shows up later, often at licensing in India. These are the ones to question.
- The guaranteed seat. No public seat can be guaranteed. Walk away.
- The seat outside Italy. Tor Vergata's 320 places in Tirana are more than any course in Italy offers, but the course is taught in Albania. India's FMGL rules expect the whole course and internship in the same institution and do not allow any part of the training in a country other than the one awarding the degree, so for a student who plans to practise in India this seat raises questions that should be answered in writing before you enrol.
- The private school with its own test. Italy's private medical universities run their own admission processes and set their own fixed fees, which do not follow family income. A consultant paid by a school has a reason to push it.
- "NMC approved". As above, the NMC endorses no such list.
- "Skip NEET, Italy doesn't need it". True for Italian admission, wrong for practising in India.
What should I ask an MBBS consultant before paying?
Before paying an MBBS consultant for Italy, ask six questions that show whether it is paid by anyone else, whether it plans with real numbers and whether it is honest about the NMC rules. Ask for the answers in writing.
Six questions for any MBBS consultant
- Who pays you, and does any medical university pay you? Only you; no university.
- Which university should I list, and what were its non-EU places and last published score? A named university, with numbers and a source.
- What do the NMC rules mean for an Italian degree, including the internship? The rules explained plainly, including what is still unclear.
- Can you guarantee me a seat? No.
- Which DSU body covers that university, and when must the scholarship application go in? A named body and a date before results.
- What do I pay, when, and what is refunded if I am not admitted? Written fees and refund rules before you start.

Frequently asked questions
Which is the best consultant for MBBS in Italy from India?
The best MBBS consultant is paid only by you, works with Italy's public medical schools, helps you choose the one university you list using real places and published scores, and tells you the NMC rules before you pay. ApplyAZ works this way: an Italy-based consultancy for public universities only, with no commission from any university and no promised seats.
Can a consultant get me direct admission for MBBS in Italy without the IMAT?
Not at a public university. English-taught Medicine and Surgery places at Italian public universities are given only through the IMAT ranking. There is no donation, management or direct quota. Treat any promise of a guaranteed public seat as a reason to walk away.
Is NEET required for MBBS in Italy?
Not by Italy: Italian universities do not ask for a NEET score, and it plays no part in the IMAT ranking. But India's National Medical Commission requires Indian citizens and OCI holders to have qualified NEET-UG before starting a foreign medical degree if they want to practise in India. The NMC's study-abroad guidance says the result is valid for three years.
Is MBBS in Italy valid in India?
It can lead to practice in India if the conditions of the NMC's Foreign Medical Graduate Licentiate Regulations 2021 are met and you pass the screening exam, FMGE, which stays in place until the National Exit Test starts. The point to weigh is the internship: the rules ask for 12 months in the same foreign institution, while the Italian degree builds in a 3-month practical internship, and the NMC has not published how it treats this.
Which university should I choose for the IMAT?
Choose with numbers. Non-EU applicants living abroad are ranked only by the one university they pick at registration, so compare that university's non-EU places and last published score with a realistic score for you, then add a margin. A lower score aimed at the right university can beat a higher one aimed at the wrong one.
Does ApplyAZ work with private medical universities in Italy?
ApplyAZ has no tie-ups with any private university and works with Italy's public medical schools. We take no commission from any university. If a private option ever fits a student better, we explain it openly as an exception, and we earn nothing from it.
Does ApplyAZ guarantee an MBBS seat in Italy?
No, and nobody honestly can. Your IMAT result and the university's ranking decide the seat. What we do is make sure every other step, from university choice to pre-enrolment, documents, the DSU scholarship and the visa, is done right and on time.
