Your documents from West Bengal

In West Bengal, the state stamp on a degree comes from the Home and Hill Affairs Department, not from an education office. MEA's list of state authentication authorities names its Foreigners Branch at Writers' Buildings for the state. The table shows who issues or checks each paper your file needs.

Your visa from Kolkata

You apply to the Consulate General of Italy in Kolkata through VFS Kolkata, and the consulate alone decides. The Kolkata consulate's own visa page lists its checklist, and the Italian student visa guide covers the steps every office shares.

Budget from Kolkata

The Kolkata checklist fixes the floor of your budget: proof of at least €10,179.85 a year, or €848.32 a month (about ₹11.12 lakh a year, or ₹92,700 a month). Real costs sit around that line. Fees in the table are 2026/27 figures, because 2027/28 fee tables are usually published in the summer before the year.

Worked example: a first-year student at the University of Milan, with family income in India, living on Politecnico di Milano's published ranges. Tuition €346, living €8,160 to €13,920, visa €50, permit €116.46 and health cover €700 give €9,372.46 to €15,132.46. That is about ₹10.24 lakh to ₹16.53 lakh (2026/27 figures), plus the ₹631 VFS charge and your flight.

At Politecnico di Milano without an ISEE, the top of the same Milan range reaches €18,729.50, about ₹20.46 lakh.

The low end sits below the €10,179.85 the consulate wants to see, so the bank balance, not the spending plan, sets the minimum. Study at a public university can be tuition-free for eligible students, through family-income rules and the regional DSU scholarship. Where to start: English-taught programmes by level in our catalogue

We have no cleared data on what Kolkata students choose, so this section shows our own catalogue instead. On 28 September 2026 it held 500 English-taught programmes at 53 Italian public universities. These are catalogue counts, not national totals.

How to choose study abroad consultants in Kolkata

Kolkata's own consulate frames this choice: its 2026 to 2028 checklist strongly discourages agents in the visa application process. So test any adviser on what they will and will not do at the visa step. These ten questions work on any consultant, including us.

Which Italian office handles your visa if you live in Kolkata?

The Consulate General of Italy in Kolkata does, from its office in Alipore. Residence is the condition: its visa page covers West Bengal, Odisha, Bihar, Jharkhand, the eight north-eastern states and the Andaman and Nicobar Islands, 12 states and one union territory. A Kolkata resident never files with the Embassy in New Delhi.

The same consulate issues the Declaration of Value for study. Nepalese citizens in Nepal use a separate VFS centre in Kathmandu.

Where do Kolkata students submit the visa and the DOV?

At VFS Kolkata, 5th Floor, Rudramani Building, 1720 Eastern Metropolitan Bypass, Kasba, or at VFS Bhubaneswar for students from Odisha. The consulate's visa page sets the hours: Monday to Friday, 9:00 to 15:00. Its DOV page adds one condition: you need a booked appointment before you arrive.

VFS Kolkata lists a service charge of ₹631 on top of the visa fee. The consulate's 2025 DOV procedure described handing papers in at the consulate itself; its current page routes India DOV requests through VFS. We check which route applies when your file is ready.

How are West Bengal degrees attested for Italy?

In two official steps, and the first is not an education office. MEA's list of state authentication authorities names West Bengal's Home and Hill Affairs Department, Foreigners Branch, at Writers' Buildings, and the Ministry of External Affairs then adds the apostille. The Kolkata consulate refuses Sub-Divisional Magistrate attestation for this step.

The state now takes the application online and asks for a single visit to Writers' Buildings for the stamp. Its procedure note says the branch sends copies to the issuing university to make sure they are genuine. The Kolkata checklist calls this step "State HED" attestation; for a West Bengal document, MEA's list points to this Home Department stamp.

Can West Bengal documents go through E-Sanad?

Yes, when the document sits in the digital depository: the Kolkata consulate's 2025 DOV procedure says E-Sanad certificates "shall be acceptable". E-Sanad's own condition is digital availability, and it charges ₹50 per apostilled document. Jadavpur University already issues its degrees through DigiLocker.

E-Sanad's page names no West Bengal board or university among its directly linked issuers, though it also draws on the National Academic Depository. A Calcutta University or WBCHSE paper that is not held digitally goes the paper way. Kolkata differs from New Delhi here: the Embassy's DOV checklist refuses E-Sanad outright.

What does the Kolkata checklist ask that other offices may not?

Two Kolkata rules differ from the Embassy in New Delhi's June 2025 checklist. Health cover of at least €30,000 (about ₹32.8 lakh) need run only for the first 6 months, and any relative up to the 4th degree can sponsor you. Kolkata also wants your enrolment fee payment visible on your bank statements.

Which English certificate does the Kolkata consulate expect?

Either a B2-level English certificate or a medium-of-instruction declaration, for an English-taught course. The Kolkata checklist for 2026/27 and 2027/28 names five certificate bodies: British Institutes, Cambridge University Press & Assessment, ETS, Pearson and Trinity College London. It also accepts an equivalent MOI declaration from your previous university, while an Italian-taught course needs B2 Italian instead.

Where can you take IELTS, TOEFL, SAT or GRE in Kolkata?

IELTS, SAT and GRE all have test centres inside Kolkata, and TOEFL iBT can also be taken at home. IELTS runs at two IDP venues, Park Street and Minto Park, and the College Board lists six Kolkata schools for the 7 November 2026 SAT. Seats are the condition, so plan dates early.

IDP has been the only IELTS distributor in India since 25 July 2021, according to the British Council. ETS shows GRE seats at Prometric in Sector V, Salt Lake, with a second centre in New Town. GMAC offers the GMAT at a test centre or online at home.

Are there direct flights from Kolkata to Milan or Rome?

Not on the airline pages we opened. Qatar Airways states that its Kolkata to Milan and Kolkata to Rome flights both stop in Doha, so plan for one stop. The visa condition matters more: the Kolkata checklist wants a verified return reservation or funds above €10,179.85 (about ₹11.12 lakh).

Flights leave from Netaji Subhash Chandra Bose International Airport. We quote no fare, because no official page gives a dated one.

How much does a year in Italy cost a family in Kolkata?

Plan on about ₹10.24 lakh to ₹16.53 lakh for a first year at the University of Milan, on 2026/27 figures, before the flight. That uses its fee for families with income in India and Politecnico di Milano's living ranges. The visa condition sits underneath: the family must show at least ₹11.12 lakh (€10,179.85).

Tuition moves the most between universities, from €346 (about ₹37,800) at the University of Milan to €3,943.04 (about ₹4.31 lakh) at Politecnico di Milano without an ISEE. A DSU grant can change the picture completely; see the University of Milan DSU page and our page on DSU deadlines.

When should a Kolkata student apply for the 2027/28 intake?

Start the university side in late 2026 or early 2027, because the visa step alone can take up to 90 days in Kolkata. The ministry circular on Universitaly sets the hard stop for 2027/28 visa applications: 31 October 2027. Before that, your Universitaly pre-enrolment must be validated by the university.

Courses usually start at the end of September or early October, and Padua, for example, allows no direct entry in the second semester. The 2027/28 pre-enrolment opening date is pending. Our intakes guide tracks the dates as universities publish them.

Do you need a consultant to study in Italy from Kolkata?

No, and at the visa stage the Kolkata consulate would rather you had none: its checklist "strongly discourages" agents in the visa application process. Applying alone suits a simple case with one or two programmes. Help earns its fee on a shortlist of 20 to 30 programmes and on regional DSU rules.

Uni-Italia, the non-profit body set up by Italian ministries to guide students, has offices in New Delhi, Mumbai and Bengaluru, but none in Kolkata. Some agents are paid a commission by universities for each student they send, so a "free" agent is worth asking who pays. We are paid by families only; here is how.

Reality check

The university decides admission, the region decides the DSU scholarship and the Consulate General in Kolkata decides the visa. Validating your pre-enrolment is no promise of an appointment or a visa, as Universitaly itself states.

What we control is the work: the shortlist, the applications, Universitaly pre-enrolment, the DSU application and a visa file checked line by line against the Kolkata list. The usual West Bengal mistakes, and what each costs:

• SDM attestation instead of the Home Department stamp: refused, so the authentication and apostille start again, and weeks go with them.
• Two years of ITR instead of three: a gap in the Kolkata file that can end in refusal, losing the €50 visa fee (about ₹5,460) and the ₹631 VFS charge.
• A health policy under €30,000, or one without a repatriation clause: it misses the Kolkata wording, and replacing it close to the deadline costs time.
• An enrolment fee paid from an account that is not in the bank statements: the payment must show on the statements you submit.
• Applying late: with up to 90 days of processing, a file lodged near 31 October 2027 leaves no room to fix anything.

Frequently asked questions

Does ApplyAZ have an office in Kolkata?

No: ApplyAZ has offices in Milan and India, but none in Kolkata, and we will not pretend otherwise. Is the Kolkata consulate the right office for students from Odisha or Assam?

Yes. The Consulate General of Italy in Kolkata covers Odisha, Assam and the other north-eastern states, as well as West Bengal, Bihar, Jharkhand and the Andaman and Nicobar Islands. Students from Odisha can submit at VFS Bhubaneswar, at the bus terminal in Baramunda, instead of travelling to VFS Kolkata in Kasba.

Does the Kolkata consulate accept a medium-of-instruction letter instead of an English test?

Yes: the Kolkata checklist for 2026/27 and 2027/28 accepts an equivalent Medium of Education (MOI) declaration from your previous institution. It takes the place of a B2 English certificate from British Institutes, Cambridge University Press & Assessment, ETS, Pearson or Trinity College London. Universities set their own admission rules, so we match your proof to both lists.

Is SDM attestation accepted for West Bengal certificates?

No. Both the Kolkata visa checklist and the consulate's 2025 DOV procedure refuse attestation by a Sub-Divisional Magistrate. West Bengal documents need the stamp of the Home and Hill Affairs Department's Foreigners Branch at Writers' Buildings, followed by the Ministry of External Affairs apostille, either on paper or through E-Sanad.

How many years of income tax returns does the Kolkata checklist ask for?

Three. The Kolkata checklist for 2026/27 and 2027/28 asks for ITR for the last 3 years, both for the student and for any sponsor. It also asks for a 6-month original bank statement, stamped and signed by the branch manager, showing at least €10,179.85 a year (about ₹11.12 lakh).

Can I submit my Italian study visa at VFS Bhubaneswar instead of Kolkata?

Yes, if you live in the Kolkata consulate's area. The consulate lists two VFS centres in India for its jurisdiction: Kolkata, in the Rudramani Building at Kasba, and Bhubaneswar, at the Babasaheb Bhimrao Ambedkar Bus Terminal. Both take applications from Monday to Friday, 9:00 to 15:00, by appointment.

Is there a charge for the Declaration of Value at the Kolkata consulate?

Not for bachelor's or master's study. The consulate's 2025 DOV procedure states that a DOV for these courses carries no charge, while PhD requests pay a consular tariff. You need the attested and apostilled certificate and transcript, a photocopy of each, and your Universitaly pre-enrolment summary.

Why does the Kolkata consulate discourage agents, and what does ApplyAZ do?

Do students from West Bengal pay tuition at Italian public universities?

Not always: studying at an Italian public university can be tuition-free for eligible students. It depends on family income, assessed through an ISEE parificato or the university's own rules, and on the regional DSU scholarship. Without a reduction, 2026/27 tuition and fees run from €346 to €3,943.04 a year (about ₹37,800 to ₹4.31 lakh) at the universities in our table.
