Entry requirements

Detailed entry requirements

Messina's Civil Engineering bachelor has open access: you need a school diploma after 12 years of schooling, a B2 English certificate for the English-taught route and a positive pre-evaluation, and an English TOLC-I test checks your starting knowledge. Reviewed 8 October 2026. [1]

School-leaving requirement

You need a secondary school diploma, or a foreign qualification recognised as suitable, obtained after 12 years of schooling. You must also be at least 17 years old. [1][2][3] The admission rules for international applicants add: [1]

  • If your diploma is not issued yet, you can upload a provisional course completion certificate.
  • If your national system requires a university entrance exam, you also need that certificate.
  • If your schooling lasted fewer than 12 years, you need a certificate showing you passed all first-year university exams, or a certificate of completing a foundation programme. Messina runs its own UniME Foundation Course with separate calls.

What this means for your school results

The rule counts years of schooling and does not name a school stream or a minimum mark. [1][3] As a guide, based on the rule above:

  • Usually a fit: Class 12 or Higher Secondary results that complete 12 years of schooling, such as CBSE, ISC or state board certificates in India, HSSC in Pakistan, HSC in Bangladesh, GCE A levels in Sri Lanka, and A levels.
  • Check carefully: a school background with little maths or physics. The first year includes Mathematical Analysis I, Linear Algebra and Geometry, Physics, and Chemistry and Materials Technology, and 20 of the 50 TOLC-I questions are maths, so weak maths can lead to extra first-year obligations. [2][4]
  • Often short: a school system with fewer than 12 years in total, which needs a first year of university or a foundation programme first.

English

The English-taught route needs an English certificate at CEFR B2 level. [1][7] Messina accepts: [5]

  • IELTS 5.5 or higher, valid for two years from the test date
  • TOEFL iBT 72 or higher, valid for two years from the test date
  • Cambridge B2 First or higher
  • PTE General Level 3, or PTE Academic 59

Native speakers from listed countries, including the UK, the USA, Australia, Ireland and New Zealand, are exempt, as are holders of a degree taught entirely in English in those countries or an IB Diploma taught entirely in English. English-medium schooling is not on the exemption list. [5]

Pre-evaluation, TOLC-I and OFA

Access is open, with no cap on places. Messina pre-evaluates each application and sends an admission letter if the outcome is positive. Incomplete applications, or ones that do not meet the entry or language rules, are rejected. [1][3]

Your starting knowledge is checked with the English TOLC-I from CISIA, or an equivalent. It has 50 questions: 20 in maths, 10 in logic, 10 in sciences and 10 in reading comprehension. With a score of 18 or more you enrol without extra obligations. [2][3]

A lower score does not stop you enrolling, but you get additional learning obligations (OFA). You clear them by passing an OFA test or the Mathematical Analysis I exam within the first year. If you do not, you repeat the first year. [2][3]

2027/28 deadlines

For 2027/28, non-EU applicants who need a visa have three rounds on the UniME Application Portal: [1]

  • Early bird: 1 to 20 December 2026, only for applicants who already hold their final documents and a declaration of value or CIMEA statement of comparability.
  • Second round: 2 February to 19 March 2027.
  • Third round: 8 April to 8 May 2027.

The university can close a round early depending on the number of applications. For 2026/27 the Universitaly pre-enrolment deadline was 15 September 2026, and the 2027/28 date is not yet set. [1]

Documents and non-EU steps

For 2027/28 you can submit up to two applications. Documents cannot be added after you submit. You upload: [1]

  • Your school diploma or provisional course completion certificate, and your transcript.
  • A university entrance exam certificate, if your national system requires one.
  • A passport valid for at least 18 months.
  • Your English certificate, unless you are exempt.
  • Translations together with the original-language documents.

With the admission letter, you pre-enrol on Universitaly using the same email address as on the UniME portal, and Messina confirms it once your documents are valid. You can enrol only with a valid type D study visa issued for the University of Messina, after an administrative check of your documents. [1]

About the programme

Civil Engineering (Ingegneria Civile) is a three-year bachelor's degree at the University of Messina in class L-7-R, worth 180 ECTS and run by the Department of Engineering. Access is open, without a limited number of places. [2][3]

The university's international office lists it among its English-taught programmes, and the programme website gives the teaching languages as English and Italian. [2][7] Until 2025/26 the English route was the Design of Civil Structures curriculum. The 2026/27 teaching list shows three curricula, Structures, Transport Infrastructures and Sustainable Environmental Engineering, and does not say which one is taught in English, and we confirm this with the department before you apply. [3][4]

What you will study

The 2026/27 teaching list includes: [4]

  • Year one: Mathematical Analysis I, Linear Algebra and Geometry, Physics, Chemistry and Materials Technology, Digital Drawing and Computer Science, and Geomatics.
  • Year two: Mathematical Analysis II, Rational Mechanics, Structural Mechanics I, Hydraulics and Elements of Building Construction, plus curriculum courses such as Chemistry for Environmental Sustainability or Urban Regeneration.
  • Year three: Structural Mechanics II, Soil Mechanics and Geotechnical Engineering, Fundamentals of Structural Engineering and Structural Design, and Fundamentals of Transport Infrastructures, plus curriculum courses such as Hydrology, Dynamics of Structures or BIM for Transport Infrastructures, an internship and a final project.

Career paths

Graduates work as junior engineers: designers of medium complexity projects, project and site managers, technical staff in public administration, technical directors for construction firms and, with the separate qualification, safety coordinators for design and construction. To practise as a junior civil and environmental engineer in Italy, graduates pass the state exam and register in Section B of the Order of Engineers. [3]

Fees and scholarships

Messina charges non-EU students a flat yearly fee set by country group, in force since 2025/26, and India is in Group B. [6] Eligible students can apply for a need-based grant from ERSU Messina, which decides awards each year.

How to apply from outside the EU

We apply for the English-taught route on the UniME Application Portal. For 2027/28 you can submit up to two applications. Applicants who need a visa can apply in three rounds: an early-bird round from 1 to 20 December 2026 for applicants who already hold their final school documents and a declaration of value or CIMEA statement, then 2 February to 19 March 2027 and 8 April to 8 May 2027. The university can close a round early. [1]

You need a school qualification showing 12 years of study and a B2 English certificate, such as IELTS 5.5, TOEFL iBT 72, B2 First or PTE Academic 59. [1][5] Your starting knowledge is checked with the English TOLC-I test from CISIA. A score under 18 adds extra first-year work (OFA) but does not block enrolment. [2]

If you live outside the EU and need a study visa, the university first evaluates your application and sends an admission letter if the outcome is positive. We then complete pre-enrolment on Universitaly, and you apply for a type D study visa at the Italian consulate or visa centre. You can enrol only with a valid study visa issued for the University of Messina. [1]

How ApplyAZ helps

ApplyAZ is an Italy-based consultancy that works only with public universities. We can include this programme in a shortlist of 20 to 30 English-taught programmes that fit your profile, so your plan never rests on a single application.

For eligible students who start with us, a named person owns each stage, from A to Z:

  • We check your school results against Messina's entry rules for this programme.
  • We write your CV and a tailored statement of purpose.
  • We prepare and submit your UniME Application Portal application and Universitaly pre-enrolment.
  • We help you declare your family income for reduced fees and file your regional DSU scholarship application at the right time and in the right format.
  • We prepare your visa file.

With operations in all 20 Italian regions, we follow each region's scholarship rules and deadlines as they change. The university decides admission, the region decides the scholarship and the consulate decides the visa, so no one can promise an outcome. You pay in milestones, and every service you pay for is either delivered or its fee is refunded (terms apply).

Programmes at Italian public universities can be tuition-free for eligible students. Check if you are eligible and book a one-to-one consultation session with one of our Italy experts, or see how ApplyAZ works.

Questions and answers

What school results do I need for Civil Engineering at Messina?

A secondary school diploma, or a recognised foreign equivalent, after 12 years of schooling, plus a university entrance exam certificate if your country requires one. If your diploma is not issued yet, a provisional completion certificate works. With fewer than 12 years, you need a first year of university or a foundation programme. [1]

Is there an entrance test?

Access is open, with no cap on places. Your starting knowledge is checked with the English TOLC-I from CISIA. A score under 18 adds extra first-year obligations (OFA), which you clear through an OFA test or the Mathematical Analysis I exam. [2][3]

What English level do I need? Do I need IELTS?

B2. Messina accepts IELTS 5.5, TOEFL iBT 72, B2 First, PTE General Level 3 or PTE Academic 59, with IELTS and TOEFL valid for two years. Native speakers from listed countries and holders of an English-taught IB Diploma are exempt. [5]

When is the deadline for non-EU students?

For 2027/28, visa applicants can apply from 1 to 20 December 2026 (early bird, final documents and declaration of value needed), from 2 February to 19 March 2027 or from 8 April to 8 May 2027. Rounds can close early. [1]

Is this programme taught in English?

Messina lists it among its English-taught bachelor's degrees, and the programme website gives English and Italian. Up to 2025/26 the English route was the Design of Civil Structures curriculum. The 2026/27 curricula were reorganised, so we confirm which one is taught in English. [2][3][7]

I studied Commerce or Arts in Class 12. Can I apply?

The admission rule asks for 12 years of schooling and does not name a school stream. The first year is heavy in maths, physics and chemistry, and 20 of the 50 TOLC-I questions are maths, so weak maths can lead to extra first-year obligations. [1][2][4]

How are the fees set?

Non-EU students pay a flat yearly fee set by country group, in force since 2025/26. India, Pakistan and Sri Lanka are in Group B, and Bangladesh is in Group A. [6]

What jobs does it lead to?

Graduates design new or existing works of medium complexity, direct or assist on construction sites, work in public administration or as technical directors for builders. Practising as a junior civil and environmental engineer in Italy needs the state exam and Section B registration. [3]

Can someone handle my whole application to Civil Engineering at Messina?

Yes. ApplyAZ, an Italy-based consultancy that works only with public universities, checks your school results against Messina's rules for this programme, handles the application and Universitaly pre-enrolment, helps you file the regional DSU scholarship application at the right time and in the right format, and prepares your visa file, for eligible students. Start by checking your eligibility.

I'm applying from India. What is the route into Civil Engineering?

A Class 12 certificate from a recognised board, after 12 years of schooling, usually meets the school rule. You also need a B2 English certificate such as IELTS 5.5, as English-medium schooling is not on the exemption list. India is in fee Group B. The steps are the UniME portal application, the admission letter and Universitaly pre-enrolment. [1][5][6] Indian students apply for the type D study visa at the Italian embassy or consulate that covers their state, such as New Delhi, Mumbai or Bengaluru.

Is the route different from Pakistan, Bangladesh or Sri Lanka?

No. The academic rules for Civil Engineering are the same whatever your nationality. Applicants from Pakistan, Bangladesh and Sri Lanka follow the same steps as India: UniME portal application, admission letter and Universitaly pre-enrolment, then a type D study visa from the Italian mission for their country of residence. Read our guide for students in Dhaka.

I live in the UAE, Saudi Arabia, Qatar, Kuwait, Oman or Bahrain. Where do I apply for the visa?

At the Italian embassy or consulate responsible for the country where you legally live, after Universitaly pre-enrolment. The academic rules for Civil Engineering are the same whatever your nationality, and Gulf residents follow the same steps: UniME portal application, admission letter and Universitaly pre-enrolment. Read our guides for Dubai, Riyadh and Doha.

I studied or live in London, New York, Toronto, Vancouver, Singapore or Kuala Lumpur. What is the route?

The academic rules for Civil Engineering are the same whatever your nationality, and your school results are assessed like any other foreign qualification. Non-EU applicants who live abroad follow the same route: UniME portal application, admission letter and Universitaly pre-enrolment, then a type D study visa from the Italian mission for where they live. Read our guides for students in London, New York, Toronto, Vancouver, Singapore and Kuala Lumpur.
