Economics and Data Analysis for Industry and Policy (MEDIP) is a two-year, 120 ECTS master's degree (class LM-56-R) taught in English at the University of Pavia in Pavia. Entry needs a three-year bachelor's with set credits in economics, quantitative methods, business, law, computing and English, plus English at B2. Non-EU students can choose income-based fees, so it can be tuition-free for eligible students.
Entry requirements
Detailed entry requirements
Pavia's MEDIP master asks for a three-year bachelor's degree or equivalent with minimum credits in economics, quantitative methods, business, law, computing and English, English at B2, and a positive evaluation by the admission committee, with a written test or interview for applicants below the merit threshold. Reviewed 8 October 2026. [1]
Degree and credit rule
You need a three-year bachelor's degree or an equivalent academic qualification. [1][2] The 2026/27 regulations set these minimum credits: [1]
- Economics: at least 21 CFU, for example microeconomics, macroeconomics, economic policy, public finance, applied economics or econometrics (ECON-01/A to ECON-05/A).
- Statistics and mathematics: at least 15 CFU (STAT-01/A, STAT-01/B, STAT-02/A, STAT-03/B, STAT-04/A or MATH-03/B).
- Business administration and management: at least 9 CFU (ECON-06/A to ECON-09/B).
- Law: at least 6 CFU.
- Informatics: at least 3 CFU, or a certificate equal to at least four modules of the ECDL computer licence.
- English: at least 4 CFU, or a B2 certificate (see below).
A shortfall of up to 6 CFU is tolerated across the subject areas, but never for English. If you are further short, the department can let you make up the credits through single courses before enrolment. [1]
For 2026/27 and 2027/28 applicants, the course website and the application portal list slightly different minimums: 24 ECTS in economics, 15 in quantitative methods, 6 in business and management, 6 in law and 3 in computer science, with 4 ECTS of English on the website and 6 on the portal. [2][3] We check your transcript against both versions.
Graduates of Italian degree classes in engineering, chemistry, physics, mathematics or statistics (L-7, L-8, L-9, L-27, L-30, L-35 and L-41) with a final mark of 110/110, or the foreign equivalent, are exempt from the credit minimums, except English. [1]
What this means for your transcript
The course website states that a vocational qualification, such as a Bachelor of Business Administration or Bachelor of Commerce obtained in India, is not suitable for admission to an Italian master's degree, because of differences in academic content and structure under the Lisbon Recognition Convention. [2] As a guide, based on the rules above:
- Usually a fit: a three-year BA or B.Sc. in Economics whose transcript shows microeconomics, macroeconomics, econometrics, mathematics, statistics, some accounting or management, some law and a computing course.
- Check carefully: a B.Sc. in Mathematics or Statistics, or a B.Tech or B.E., which usually covers the 15 quantitative credits but rarely the economics, business and law blocks. Only top graduates, at 110/110 or the foreign equivalent, are exempt from the credit minimums.
- Often short: a BBA or B.Com from India, which the course website calls unsuitable, and a BCA, which usually lacks economics, business and law.
English
You need English at CEFR level B2, shown in one of these ways: [1][2][3]
- English language credits in your bachelor's (4 CFU in the regulations and on the course website, 6 ECTS on the application portal), with no tolerance.
- A bachelor's taught entirely in English.
- An international certificate at B2 or above. The programme's list of accepted certificates includes IELTS 5.5, TOEFL iBT 77, PTE Academic 59, Cambridge First, BULATS 60, TOEIC 785 plus 310 in speaking and writing, Trinity ISE II and City and Guilds Communicator B2.
The 2026/27 regulations cite TOEFL iBT 87 to 109 and IELTS 5.5 to 6.5 as the B2 range, so we check which threshold applies to your intake. [1][2]
Committee evaluation, test and interview
The programme has open access with an admission test, and places for non-EU applicants living abroad are limited. [1][3] For applicants with a foreign degree, the MEDIP Admission Committee looks at: [2][3]
- your academic background and study curriculum;
- your weighted average, GPA or graduation mark;
- your English level;
- other relevant elements in your transcript or CV.
Under the regulations, applicants who meet the credit rule with a degree mark of at least 95/110, or the foreign equivalent, are admitted without the test. Others sit a multiple-choice written test in microeconomics, macroeconomics, quantitative methods for economics and finance, and econometrics. For applicants with a degree from abroad, the committee may hold an oral interview on the same subjects instead. [1] Results are sent by email. [2]
2027/28 deadlines
The application portal lists these calls for classes starting on 14 September 2027: [3]
- First call: 12 to 18 November 2026, 23:59 CET, for EU and non-EU applicants.
- Second call: 12 to 20 January 2027, 23:59 CET, for EU and non-EU applicants.
- March call: 12 to 22 March 2027, opened to non-EU applicants living abroad only if places remain.
- Fourth call: opens on 6 June 2027.
In 2026/27, the third call was for EU applicants only and had no places for non-EU candidates who need a visa. [3]
Documents and non-EU steps
The online application needs: [2][3]
- your passport;
- your bachelor's transcript showing each exam, mark and credits or study hours, listing exams still to be taken if you have not graduated (a separate file for each degree);
- the programme's Excel file, listing all your exams grouped by subject area;
- your CV;
- an English certificate (optional).
Documents are accepted in English, French, Italian or Spanish. Transcripts in other languages need official translations and verified copies of the originals. [3]
Admitted students submit a pre-enrolment application through Universitaly and prepare their enrolment documents with the Italian diplomatic mission in their home country. [2]

About the programme
Economics and Data Analysis for Industry and Policy (MEDIP) is a two-year master's degree in class LM-56-R, taught in English by the Department of Economics and Management in Pavia. From 2026/27 it replaced the Master in Economics, Development and Innovation (MEDI), with a new course synopsis that combines theoretical and empirical training across political economy, mathematics, statistics, business economics and law.
The first year is shared and builds quantitative and methodological skills; the second year splits into two tracks. It suits economics graduates who want to work with data on innovation, markets and public policy.
What you will study
The Industry track focuses on innovation, digital markets and competition; the Policy track focuses on evidence-based analysis and the evaluation of public policies. Units in the 2026/27 study plan include:
- AI and Coding for Economics Lab
- Econometric Methods
- Cross Section and Panel Data Analysis
- Empirical Methods for Policy Evaluation
- Economic Policy
- Competition Law
- Economics of Innovation and Industrial Dynamics (Industry track)
- Health and Environmental Policy Issues (Policy track)
How the programme is taught
In the second year you pick one course from a short list: Applied Macroeconomics, Network Analysis or Economics of Digital Markets on the Industry track, and International Economics and Policy, Network Analysis or Applied Macroeconomics on the Policy track. You also take 12 ECTS of electives, and Erasmus Traineeship internships in Italy or abroad can count for up to 12 ECTS. Students with a foreign qualification must take Italian Language for Foreign Students (3 ECTS) unless they are exempt, for example with an Italian B1 certificate. The final thesis is worth 24 ECTS and is written and defended in English. [1] The university says the degree is integrated with mobility programmes and double degree opportunities with partner European universities.
Career paths
The university prepares graduates to work in public institutions, private organisations and research centres at national and international level, on evidence-based policy design, industrial economics, innovation and sustainability. The programme guide links each track to employers:
- Multinational companies and SMEs (Industry track)
- Regulatory authorities and consulting firms (Industry track)
- Public institutions and international organisations (Policy track)
- Research centres and PhD programmes
Fees and scholarships
Non-EU students choose between two fee routes. The flat rate depends on citizenship and subject area, with countries like India, Nepal, Nigeria and Pakistan in the lowest bracket. It stays fixed for the normal length of the degree plus one year.
The income-based route uses an equivalent ISEE calculated from your family's income and assets abroad. With an ISEE of €32,000 or less, students are exempt from the all-inclusive fee, so this programme can be tuition-free for eligible students. You need this route to apply to EDiSU Pavia, the regional right-to-study body, whose scholarship can include a college place, one meal a day and a cash grant. EDiSU decides awards on merit and income.
How to apply from outside the EU
Applicants with a foreign degree apply on Pavia's portal, apply.unipv.eu, with a passport, a transcript showing each exam, mark and credits or hours, an Excel file grouping your exams by subject area, a CV and, optionally, an English certificate. Documents are accepted in English, French, Italian or Spanish. [2][3]
For 2027/28 the first call runs from 12 to 18 November 2026 and the second from 12 to 20 January 2027, both open to EU and non-EU applicants. A March 2027 call, from 12 to 22 March, opens to non-EU applicants living abroad only if places remain, so we apply in the early calls. Classes start on 14 September 2027. [3]
Admitted students submit Universitaly pre-enrolment, which we handle with you, and prepare their enrolment documents with the Italian diplomatic mission in their country. You then apply for a type D study visa, which the consulate decides. [2] On enrolment your degree must be legalised, apostilled or verified by CIMEA, and degrees from countries outside the Lisbon Recognition Convention also need a declaration of value, a CIMEA statement of comparability or a Diploma Supplement.
How ApplyAZ helps
ApplyAZ is an Italy-based consultancy that works only with public universities. We can include this programme in a shortlist of 20 to 30 English-taught programmes that fit your profile, so your plan never rests on a single application.
For eligible students who start with us, a named person owns each stage, from A to Z:
- We check your transcript against Pavia's entry rules for this programme.
- We write your CV and a tailored statement of purpose.
- We prepare and submit your application on Pavia's portal, with the subject-area exam file, and your Universitaly pre-enrolment.
- We help you declare your family income for reduced fees and file your regional DSU scholarship application at the right time and in the right format.
- We prepare your visa file.
With operations in all 20 Italian regions, we follow each region's scholarship rules and deadlines as they change. The university decides admission, the region decides the scholarship and the consulate decides the visa, so no one can promise an outcome. Questions and answers
What bachelor's degree do I need for MEDIP at Pavia?
A three-year bachelor's or equivalent with minimum credits in economics, statistics and mathematics, business, law, computing and English. The 2026/27 regulations ask for 21, 15, 9, 6, 3 and 4 credits; the course website and portal list 24 in economics and 6 in business. Up to 6 credits of shortfall is tolerated, except for English. [1][2][3]
Is there an entrance exam?
The committee first evaluates your background, grades and English. Under the regulations, applicants who meet the credit rule with 95/110 or the foreign equivalent skip the test. Others sit a written test in micro, macro, quantitative methods and econometrics, or an oral interview on the same subjects for degrees from abroad. [1][2]
What English level is required? Do I need IELTS?
English at CEFR B2. You can show it with English credits in your degree, a bachelor's taught entirely in English, or a certificate such as IELTS 5.5, TOEFL iBT 77 or PTE Academic 59 from the programme's accepted list. The regulations cite TOEFL 87 to 109, so we check which threshold applies. [1][2]
When is the deadline for non-EU students?
For 2027/28, the first call runs from 12 to 18 November 2026 and the second from 12 to 20 January 2027. A March 2027 call opens to non-EU applicants living abroad only if places remain, so the early calls are the safer route. Classes start on 14 September 2027. [3]
Can I apply before I graduate?
Yes. Applicants with a foreign degree still in progress upload a transcript listing the exams already taken and those still to be taken, with grades and credits or hours. [2]
I have a B.Com or BBA from India. Can I apply?
The course website says a vocational qualification such as an Indian BBA or B.Com is not suitable for admission to an Italian master's degree, under the Lisbon Recognition Convention. A three-year academic BA or B.Sc. in Economics with the required credits is the usual route. [2]
I have a B.Tech or a B.Sc. in Mathematics. Can I apply?
Possibly. These degrees usually cover the 15 quantitative credits but rarely the economics, business and law blocks. The regulations exempt top graduates in engineering, physics, mathematics or statistics, with 110/110 or the foreign equivalent, from the credit minimums, though not from the English rule. [1]
What happened to the Master in Economics, Development and Innovation?
From 2026/27 the University of Pavia replaced MEDI with MEDIP, the Master in Economics and Data Analysis for Industry and Policy, with a new course synopsis and two tracks, Industry and Policy. Applications now go to MEDIP.
Can someone handle my whole application to MEDIP at Pavia?
Yes. ApplyAZ, an Italy-based consultancy that works only with public universities, checks your transcript against Pavia's rules for this programme, handles the application and Universitaly pre-enrolment, helps you file the regional DSU scholarship application at the right time and in the right format, and prepares your visa file, for eligible students. Start by checking your eligibility.
I'm applying from India. What is the route into MEDIP?
A three-year Indian BA or B.Sc. in Economics can meet the rule if your transcript shows the required credits in economics, maths and statistics, business, law, computing and English. The course website says an Indian BBA or B.Com is a vocational title that is not suitable for an Italian master's. The steps are the online application, committee evaluation and Universitaly pre-enrolment. [1][2] Indian students apply for the type D study visa at the Italian embassy or consulate that covers their state, such as New Delhi, Mumbai or Bengaluru.
Is the route different from Pakistan, Bangladesh or Sri Lanka?
No. The academic rules for MEDIP are the same whatever your nationality. Applicants from Pakistan, Bangladesh and Sri Lanka follow the same steps as India: online application, committee evaluation and Universitaly pre-enrolment, then a type D study visa from the Italian mission for their country of residence. Read our guide for students in Dhaka.
I live in the UAE, Saudi Arabia, Qatar, Kuwait, Oman or Bahrain. Where do I apply for the visa?
At the Italian embassy or consulate responsible for the country where you legally live, after Universitaly pre-enrolment. The academic rules for MEDIP are the same whatever your nationality, and Gulf residents follow the same steps: online application, committee evaluation and Universitaly pre-enrolment. Read our guides for Dubai, Riyadh and Doha.
I studied or live in London, New York, Toronto, Vancouver, Singapore or Kuala Lumpur. What is the route?
The academic rules for MEDIP are the same whatever your nationality, and your degree is assessed like any other foreign qualification. Non-EU applicants who live abroad follow the same route: online application, committee evaluation and Universitaly pre-enrolment, then a type D study visa from the Italian mission for where they live. Read our guides for students in London, New York, Toronto, Vancouver, Singapore and Kuala Lumpur.
