With a family ISEE up to €27,000 only the fixed part is due, so eligible students get zero euro tuition. ER.GO, the Emilia-Romagna right-to-study body, handles income declared from abroad and awards scholarships. Non-OECD citizens, including students from countries like India, whose family income is only abroad can pick a reduced flat fee of €1,200 plus €157.04 instead.
How to apply from outside the EU
GRENFIN publishes its own admission notice with the windows, the curricular requirements and the way English and preparation are checked; the 2027/28 notice was not out in September 2026. Applications are made on Studenti Online, and open access means there is no cap on places.
Admitted non-EU applicants living abroad then submit the Universitaly pre-enrolment. The consulate needs the university's validation of it and proof of means of €10,179.85 (2026) before issuing a study visa.
