Calabria’s Civil Engineering for Infrastructural Regeneration is an English LM-23 master with limited places. The current 2026 regulation and admission documents distinguish the ordinary Italian/EU/EU-equivalent procedure from UnicalAdmission for non-EU citizens resident abroad. Both require a suitable civil/environmental engineering background and English B2, but their tests, rankings and final-year eligibility differ. [1-4]
Qualifying degree and curriculum
The ordinary annex accepts L-7 Civil/Environmental Engineering and corresponding former qualifications. A foreign degree must first be declared affine to the required qualification by the commission. The current regulation requires a suitable three-year university qualification and checks curriculum before preparation; any curricular additions must be completed before the preparation verification. No universal foreign GPA floor is published for CEIR in these documents. [1, 3]
The 36-credit/45-credit matrix printed for the separate Italian Ingegneria Civile course does not apply to CEIR: its own annex entry provides degree-class and foreign-affinity assessment. The commission checks the actual course content, grades and relevant previous university-level training. English B2 remains necessary. [1, 3]
Ordinary applicant categories and final-year limits
The ordinary call serves Italian/EU applicants and qualifying non-EU applicants legally resident in Italy under its listed long-term, employment, self-employment, family and other eligible permit categories. Non-EU citizenship alone does not qualify an applicant abroad for this procedure. DINCI permits one master’s application. [2, 3]
The departmental pending-degree route is for University of Calabria students: at most four outstanding examinations on 6 July for phase 1, or at most two on 10 September for phase 2, including English/internship examinations, with at least one belonging to year three. The qualifying title must be completed within academic year 2025/26 as specified in the call; no master’s examination can be taken before the award. These Unical-specific pending-degree provisions do not extend to overseas applicants. [2, 3]
Ordinary English B2 test: five questions in 30 minutes
Without an accepted corresponding English certificate, the online test contains five English multiple-choice questions, each with three options and one correct answer. At least three correct answers are required in 30 minutes. Topics are hydraulics/hydraulic structures, geotechnics, structural mechanics/design, transport/roads and technical architecture. Application automatically registers the candidate for the test. The 2026 dates were 10 July and 16 September, both now past. [3]
Failure or absence excludes the candidate from subsequent admission. A corresponding certificate accepted under article 4 of the ordinary call exempts this language test. That exemption does not dispense with curricular eligibility or any personal-preparation interview. The ordinary certificate exemption is not a waiver of UnicalAdmission’s compulsory international oral exam. [2-4]
Ordinary preparation and ranking
The commission reviews the CV/academic career, examination average, final degree grade if awarded and additional relevant university qualifications/training. It may require an online interview on L-7 disciplinary foundations and cultural background. The course publishes the candidate list, connection link, date/time; absence or failure excludes the candidate. [3]
The single ordinary ranking places graduates first, ranked by final degree mark. Unical pending graduates follow, using the base graduation mark calculated from the credit-weighted average, assigning 18/30 to examinations not yet registered and adding three points. Younger age breaks a tie. This ranking is distinct from international CV/oral selection. Ordinary first-year enrolment assigns the statutory RISE plan; subsequent choices follow the course’s study-plan procedure. [3]
Non-EU abroad: UnicalAdmission qualification and interview
The 2026/27 international call is for non-EU citizens resident abroad holding a suitable university degree obtained abroad. We submit the application in Esse3 with all required fields and qualification documents; the university application fee is €10. The call does not grant the ordinary Unical pending-degree exception. The academic shortlist uses the CV and qualifications, admitting at least twice the available places to the oral examination. Every admitted shortlisted candidate must take the remote oral exam in English, assessing disciplinary preparation, cultural background and language. [4]
The original CEIR quota was 18 overseas places: nine with scholarship and nine without. The later reallocation decree does not change CEIR’s quota. Separate merit rankings apply to the two funding routes. Household-income declarations determine the route: the call uses €26,500 for an independent applicant, €41,500 for a two-person family and €54,000 for three or more, requiring income below the relevant threshold for scholarship places and above it for non-scholarship places. Scholarship financial eligibility subsequently requires the prescribed ISEE Parificato, not just an unchecked declaration. [4, 7]
Current deadline status and next call
International application closed 30 March 2026 at 23:59 Italian time. Initial conditional enrolment was extended from 10 to 17 June; ranking-reallocation enrolment ended 31 July. The current official page expects the 2027/28 call around January 2027; the call and its exact dates are not yet published. [4, 5, 7]
Ordinary phase 1 ended 6 July and phase 2 ran from 27 August to 10 September. The latest 5 October notice gives 8 October at noon for the second ranking reallocation’s successful candidates to enrol; this is not a fresh application window. A general final enrolment cap or a residual-place number does not reopen applications without a new official notice. [2, 6]
Foreign records, visa and final identification
For UnicalAdmission winners, the foreign award with official Italian translation and diplomatic authentication/Apostille is due by the first examination session. A Declaration of Value or accepted ENIC-NARIC documentation, such as CIMEA comparability plus verification, is due by 28 February 2027 at latest; missing documents suspend the academic record and examinations. The overseas call requires in-person passport identification at the Welcome Office by 30 October 2026. Its non-refundable enrolment payments are €18.75 for scholarship winners and €1,000 for non-scholarship winners. Scholarship recipients must establish ISEE Parificato by 30 October using the specified 2024 income/assets documents and official translation/legalisation. An academic offer does not by itself secure a visa or a scholarship, or exempt the student from the required final checks. [4]

About the programme
Civil Engineering for Infrastructural Regeneration (CEIR) is a two-year master's degree (laurea magistrale, class LM-23, civil engineering, 120 ECTS) taught in English by the Department of Civil Engineering of the University of Calabria (UniCal), on its campus at Arcavacata di Rende near Cosenza.
It trains highly specialised engineers to manage infrastructure and territory sustainably, and to restore structures whose physical and mechanical performance has declined.
The approach is interdisciplinary, and the course suits civil and environmental engineering graduates interested in structures, water, geotechnics, transport or seismic risk. Part-time enrolment is possible.
What you will study
You choose one of two specialisations. Regenerative Infrastructures for Sustainable Environments (RISE) covers water resources, flood, landslide and seismic risk, and low-impact transport systems. Advanced Resilient Materials and Structures (ARMS) tackles complex problems in materials and structural behaviour. Units in the 2026/27 plan include:

How the programme is taught
The study plans take an international, multidisciplinary line with a strong focus on sustainability and infrastructure. The department highlights close contact between lecturers and students, and awards for high-achieving students. Every study path includes a 9 ECTS internship before the final exam.
Career paths
Graduates can work as freelance engineers or join public and private bodies and companies in building, construction and infrastructure. Typical areas are:
- Design, monitoring and maintenance of sustainable and resilient structures
- Water resource management and flood, landslide and seismic risk mitigation
- Planning and management of public and private transport systems
- Rehabilitation of existing buildings, bridges and networks
After passing the state qualifying exam, graduates can register in Section A of the Italian Register of Engineers.
Fees and scholarships
CEIR reserves 9 non-EU places with a UniCal scholarship, which covers the enrolment fee and adds free housing, canteen meals and roughly €3,600 in pocket money.
On a place without a scholarship, the 2026/27 fee for non-EU visa applicants is a flat €1,000 a year including regional tax.
Right-to-study grants, handled by UniCal itself and based on an ISEE parificato, are a second route, and this programme can be tuition-free for eligible students.
