Universitaly pre-enrolment is the free, official online application that non-EU students living abroad file after applying to a university, and at many universities after being admitted. The university validates it, and the validated summary is what you take to the Italian consulate for the study visa. There is no national pre-enrolment deadline: each university sets its own, and the national dates are visa deadlines for degree courses, 30 November 2026 for 2026/27 and 31 October 2027 for 2027/28.
Where things stand: 8 October 2026
One ministry circular now covers both 2026/27 and 2027/28. Pre-enrolment for 2026/27 was open by the end of April 2026; no opening date has been announced for 2027/28.
University admission for 2027/28 has already started at some universities: Padua's first call for applicants with a foreign qualification runs from 15 September to 15 November 2026. Admission comes before pre-enrolment.

It is the application, on the Ministry of University and Research's Universitaly portal, that tells the Italian consulate which course you will enrol in. Universitaly describes itself as the "unico portale di accesso gratuito e ufficiale", the only free and official access portal, for this procedure. You fill in the application, the university checks and validates it, and the validated application reaches the Italian mission in your country of residence. Only students whose pre-enrolment is validated can apply for the visa.
What are the Universitaly pre-enrolment steps?

Some embassies give visa appointments in order of the validation date (the Islamabad embassy states this for 2026/27), so early validation can mean an earlier appointment.
Which documents do you upload on Universitaly?
The core uploads are a passport-size photo, a valid passport and your qualification documents. University guides add their own requirements. For an English-taught master's, the University of Pisa's 2026/27 list includes the photo, passport, degree certificate (or a letter with the expected graduation date) and the admission letter, with an English certificate and a Declaration of Value or CIMEA statement where relevant. For a master's taught in Italian, Pisa also requires the admission decision, without which applications cannot be validated.
Each document should match your passport exactly in name and date of birth. A mismatch can stall validation.
What does university validation mean, and what does it not guarantee?
Validation means the university has checked your pre-enrolment. The circular is explicit about its limits:
- It does not guarantee an appointment at the consulate.
- Prior acceptance by the university gives no right to enrol; enrolment is finalised only after the university verifies the authenticity of all academic documents.
- Universities may validate applications up to the places reserved for international students plus 20%, so not everyone validated will find a place.
- The visa decision belongs to the consulate.
When is the Universitaly pre-enrolment deadline?
There is no single national pre-enrolment deadline: the circular leaves it to each university, which publishes it on its own website. Examples for 2026/27:

The national dates are for the visa application for bachelor's and master's degree courses: by 30 November 2026 for 2026/27 and by 31 October 2027 for 2027/28. Universities may set earlier dates. For other courses, such as PhDs and the Italian post-graduate "Master", there is no fixed national date, but the visa must be applied for before teaching starts. Can you change or cancel a Universitaly pre-enrolment?
The circular sets no procedure for editing a submitted application. That is why the application should be checked line by line before submission. If a visa is refused, or you withdraw, this must be recorded on Universitaly, and universities must report students who do not enrol.
Which mistakes delay Universitaly pre-enrolment?
- Filing before admission, where the university requires the admission decision first.
- Choosing the wrong course or cycle, for example a different curriculum from the one you were admitted to.
- Names that do not match the passport across certificates and transcripts.
- Missing the university's own deadline, which can be months before the visa deadline.
- Waiting for a second programme. Universities such as Milan accept pre-enrolment for one university and one programme only, so choose before you file.
- Leaving the visa appointment too late after validation.
