Entry requirements

Detailed entry requirements

Tor Vergata's European Economy and Business Law master asks for a bachelor's in one of the listed degree classes, or a foreign first-cycle degree that corresponds to them, with at least 12 credits in economics, maths or statistics, plus English at B2 and an online interview unless your final grade is at least 77/110, or 70% for a foreign degree. Reviewed 8 October 2026. [1]

Degree and credit requirements

You need a bachelor's degree in one of these Italian classes, or a foreign equivalent: [1]

  • Economics and business: L-18 Business Administration, L-33 Economics, L-16 Administration
  • Law and social sciences: LM-G01 Law, L-14 Legal Services, L-36 Political Science and International Relations, L-37 Social Sciences for Cooperation, Development and Peace, L-40 Sociology, L-20 Communication
  • Science and engineering: L-7 Civil and Environmental Engineering, L-8 Information Technology Engineering, L-9 Industrial Engineering, L-30 Physics, L-31 Computer Science, L-35 Mathematics, L-41 Statistics
  • Humanities: L-5 Philosophy, L-10 Humanities, L-11 Modern Languages and Civilisations, L-42 History

A foreign degree must be a first-cycle qualification at EQF level 6 that gives access to master's study, and a committee of the programme's professors checks how it corresponds to these classes. The programme also asks for at least 15 years of schooling in total. [1][2]

Your degree must also include at least 12 CFU in economics (sectors SECS-P/01 to SECS-P/13, which include business administration, management and finance) or in mathematics and statistics (MAT/01 to MAT/09 and SECS-S/01 to SECS-S/06). Any gap must be filled before the enrolment deadline. [1]

What this means for your transcript

Italian CFU and the credits on a foreign transcript are not the same unit, and the committee looks at your subjects, not just your total. As a guide, based on the rule above:

  • Usually a fit: a B.Com, BBA, or BA or B.Sc. in Economics, Mathematics or Statistics, whose economics, accounting, management, maths or statistics papers count towards the 12 credits; a B.Tech, B.E., BCA or B.Sc. in Computer Science or Physics, whose maths papers usually cover them.
  • Check carefully: a BA in Political Science, History, Sociology, Philosophy or English, or a law degree: these fields are on the list, but the 12 credits in economics, maths or statistics are often the gap.
  • Often short: degrees in fields outside the list, such as biology, chemistry, pharmacy or nursing, and three-year degrees that do not add up to 15 years of schooling.

Missing credits must be made up before the enrolment deadline. [1][2]

English

English at CEFR level B2. The programme accepts these certificates: [2]

  • IELTS General Training or Academic, minimum 6.5
  • TOEFL iBT minimum 87 (PBT 513, CBT 183)
  • Cambridge First Certificate (FCE) or Business English Certificate (BEC) Vantage
  • Trinity College London ISE II

A B2 English exam passed during your bachelor's may also count, and native speakers are exempt. Without a certificate you can still apply with a self-declaration: if the committee's review of your CV and transcript is positive, your English is assessed in the online interview. [1][2]

Interview

There is no written test. If you meet the degree, credit and English requirements and your final grade or exam average is at least 77/110, or 70% of the maximum for a foreign degree, you are exempt from the interview. [1]

Otherwise you sit an online interview in English with the programme coordinator or delegates, lasting up to 30 minutes. It checks the general principles of economics and a good grounding in maths and statistics, following a published syllabus. Interviews cannot be rescheduled, and candidates who miss theirs are excluded. Results arrive by email about ten days later. [1][2]

2026/27 deadlines

For 2026/27 there were five application windows on Delphi. Non-EU applicants living abroad who need a visa could use only the first three: [1][2]

  • First window, closing 17 December 2025, interviews 18 to 19 December 2025
  • Second window, 7 January to 16 March 2026, interviews 18 to 20 March 2026
  • Third window, 23 March to 29 May 2026, interviews 3 to 5 June 2026

The fourth and fifth windows (3 to 25 June and 1 to 28 July 2026) were open only to EU citizens and non-EU citizens living in Italy with an Italian degree. Enrolment runs from 15 July to 6 November 2026, Universitaly pre-enrolment for visa applicants was due by 31 July 2026, and international students complete enrolment in person by 18 December 2026. [1] The 2027/28 call sets the new dates.

Documents and non-EU steps

You apply on Delphi and upload in PDF: [1][2]

  • Your passport
  • A CV in English
  • An English certificate at B2, or a self-declaration of your level
  • Your degree certificate with final grade, when available
  • An official transcript of exams and grades, in Italian or English

You can apply before graduating if you have no more than 18 credits left, stating your graduation date and remaining exams in your CV. Only one application per academic year is allowed. For 2026/27, 30 places were reserved for non-EU citizens living abroad who need a visa. [1]

Admitted visa applicants complete Universitaly pre-enrolment with their degree, transcript or Diploma Supplement and country-specific documents. After the visa, the International Students Office checks the documents in person, and incomplete or unsuitable documents invalidate the admission. [1]

About the programme

European Economy and Business Law (EEBL) is a two-year master's degree (laurea magistrale, class LM-90, European studies) worth 120 ECTS and taught entirely in English. It is run by the Department of Economics and Finance at the School of Economics of the University of Rome Tor Vergata, Via Columbia 2, Rome.

The course combines economics with law, management and statistics to explain how European markets and institutions work. It takes graduates from a wide range of fields, from economics, business, law and political science to engineering, mathematics, statistics, computer science and the humanities, as long as their degree includes at least 12 credits in economics, maths or statistics. [1] It runs three weeks of compulsory preparatory classes for those without an economics background.

What you will study

The degree has 11 core classes, two electives, one extra activity and a final thesis. Each semester is split into two learning modules, and attendance is recommended but not compulsory. Course units listed for 2026/27 include:

  • European Institutions, Law and Markets and European Economy and Policies
  • Political Economics and Public Economics (12 ECTS)
  • Game Theory and Industrial Organization (12 ECTS)
  • Statistical Learning and Automated Decision Making in Business and Economics
  • Contemporary Management and Management of Public Administration and NGOs
  • European Administrative Law and Public Finance
  • Options such as International Economics, Health Economics and Policy, Evidence-Based Policy and European Economic History

How the programme is taught

Alongside courses, the programme office runs internships, soft skills workshops, CV writing guidance and data analysis training in Excel, Stata and MATLAB. The university lists internship agreements with organisations including the American Embassy in Rome, American Express, Banca Etica, Capgemini, IFAD and the Italian Chamber of Commerce in London. A double degree is available with SOAS University of London.

Career paths

Graduates work in European and international institutions, in companies in Italy and abroad, and in the Italian public administration. The university names firms such as Deloitte, Ernst & Young and UniCredit among employers, and notes that the degree is a solid base for doctoral studies.

Fees and scholarships

EEBL's fee page sets tuition by family income for EU and non-EU students alike, declared through the ISEE-U or, for students living outside Italy, the Scheda Raccolta Dati, so this programme can be tuition-free for eligible students. [3] Tor Vergata also publishes a flat-rate option for non-EU students with income abroad, who can choose it without declaring income. [4] The DiSCo Lazio regional scholarship is open to eligible students, and the region decides awards.

How to apply from outside the EU

Applications are made online on Delphi. For 2026/27, non-EU citizens living abroad could use only the first three of five application windows, closing on 17 December 2025, 16 March 2026 and 29 May 2026, each followed by Teams interviews. The fourth and fifth windows were open only to EU citizens and non-EU citizens living in Italy with an Italian degree. Enrolment runs from 15 July to 6 November 2026, and 30 places were reserved for non-EU visa applicants. [1][2] The 2027/28 call sets the new dates.

Admitted students complete Universitaly pre-enrolment by 31 July 2026 for 2026/27, with CIMEA or ARDI documents for their degree, and apply for a type D study visa once the university validates it. Non-EU admitted students with a foreign degree must graduate by the pre-enrolment deadline set by the Italian embassy in their country. [1][2] After arrival, you complete enrolment in person at the International Students Office; for 2026/27 the deadline is 18 December 2026. [1]

How ApplyAZ helps

ApplyAZ is an Italy-based consultancy that works only with public universities. We can include this programme in a shortlist of 20 to 30 English-taught programmes that fit your profile, so your plan never rests on a single application.

For eligible students who start with us, a named person owns each stage, from A to Z:

  • We check your transcript against Tor Vergata's entry rules for this programme.
  • We write your CV and a tailored statement of purpose.
  • We prepare and submit your online application on Delphi and Universitaly pre-enrolment.
  • We help you declare your family income for reduced fees and file your DiSCo Lazio scholarship application at the right time and in the right format.
  • We prepare your visa file.

With operations in all 20 Italian regions, we follow each region's scholarship rules and deadlines as they change. The university decides admission, the region decides the scholarship and the consulate decides the visa, so no one can promise an outcome. Questions and answers

What bachelor's degree do I need for European Economy and Business Law at Tor Vergata?

A bachelor's in one of 20 listed classes, from economics, business, law and political science to engineering, maths, statistics, computer science and the humanities, or a foreign equivalent. It must include at least 12 credits in economics, maths or statistics, and gaps must be filled before enrolment. [1]

Is there an entrance test or interview?

There is no written test. If your final grade is at least 77/110, or 70% for a foreign degree, and you meet the other requirements, you skip the interview. Otherwise you sit an online interview in English on economics, maths and statistics. [1][2]

What English level is required? Do I need IELTS?

English at B2. Accepted certificates include IELTS 6.5, TOEFL iBT 87, Cambridge FCE or BEC Vantage and Trinity ISE II. Without one you can apply with a self-declaration, and your English is then assessed in the online interview. [1][2]

When is the deadline for non-EU students?

For 2026/27, non-EU applicants living abroad could use the first three windows, closing on 17 December 2025, 16 March 2026 and 29 May 2026. Universitaly pre-enrolment was due by 31 July 2026. The 2027/28 call sets the new dates. [1][2]

Can I apply before I graduate?

Yes, if no more than 18 credits are missing from your bachelor's. Your CV must give your graduation date and the exams still to take. Non-EU admitted students with a foreign degree must graduate by the embassy's pre-enrolment deadline. [1][2]

I have a B.Tech or a BA in History. Can I apply?

Possibly. Engineering and history are among the listed fields. A B.Tech usually brings the 12 credits in maths through its maths papers, while a BA in History often lacks credits in economics, maths or statistics, which must be made up before enrolment. [1]

How are the fees set?

Fees follow family income, declared through the ISEE-U or the Scheda Raccolta Dati, so the programme can be tuition-free for eligible students. Non-EU students with family income abroad can instead choose a flat-rate option without declaring income. [3][4]

How many places are there for non-EU students living abroad?

For 2026/27, 30 places were reserved for non-EU citizens living abroad who need a study visa, and they could apply only in the first three application windows. [1]

Can someone handle my whole application to European Economy and Business Law at Tor Vergata?

Yes. ApplyAZ, an Italy-based consultancy that works only with public universities, checks your transcript against Tor Vergata's rules for this programme, handles the application and Universitaly pre-enrolment, helps you file the DiSCo Lazio scholarship application at the right time and in the right format, and prepares your visa file, for eligible students. Start by checking your eligibility.

I'm applying from India. What is the route into European Economy and Business Law?

A three-year Indian degree such as a B.Com, BBA, BA or B.Sc. in Economics, Mathematics or Statistics, or a B.Tech, is in a field the call lists, and the committee checks the match. You also need 12 credits in economics, maths or statistics and English at B2, and a final grade of 70% or more waives the interview. The steps are the Delphi application and Universitaly pre-enrolment. [1][2] Indian students apply for the type D study visa at the Italian embassy or consulate that covers their state, such as New Delhi, Mumbai or Bengaluru.

Is the route different from Pakistan, Bangladesh or Sri Lanka?

No. The academic rules for European Economy and Business Law are the same whatever your nationality. Applicants from Pakistan, Bangladesh and Sri Lanka follow the same steps as India: online application on Delphi, an online interview if required and Universitaly pre-enrolment, then a type D study visa from the Italian mission for their country of residence. Read our guide for students in Dhaka.

I live in the UAE, Saudi Arabia, Qatar, Kuwait, Oman or Bahrain. Where do I apply for the visa?

At the Italian embassy or consulate responsible for the country where you legally live, after Universitaly pre-enrolment. The academic rules for European Economy and Business Law are the same whatever your nationality, and Gulf residents follow the same steps: online application on Delphi, an online interview if required and Universitaly pre-enrolment. Read our guides for Dubai, Riyadh and Doha.

I studied or live in London, New York, Toronto, Vancouver, Singapore or Kuala Lumpur. What is the route?

The academic rules for European Economy and Business Law are the same whatever your nationality, and your degree is assessed like any other foreign qualification. Non-EU applicants who live abroad follow the same route: online application on Delphi, an online interview if required and Universitaly pre-enrolment, then a type D study visa from the Italian mission for where they live. Read our guides for students in London, New York, Toronto, Vancouver, Singapore and Kuala Lumpur.
